I am creating a Dialogflow chatbot using dialogflow-fulfillment Nodejs Client library and will integrate it with a smartphone application. I want to fetch the user location but on the Internet, I could only find the helper functions for actions-on-google which I believe only works for Google Assistant. What I want to do is if a user says Swimming places near me, it automatically fetches its location.
If Chatbot is integrated in a mobile app or web app, fetch location data on app level and send it in meta-data/custom payload when making query request to dialogflow
Dialogflow fulfilment is a helper library which is a wrapper on https api, whatever you can with dialogflow rest apis you can do the same with dialoglfow fulfilment library

My article might be helpful for your problem if you're still having this issue, It shows how to connect to IoT Core using CocoaMQTT and SwiftJWT, you can do something similar but instead of connecting to the specific device you could register the device with a given ES256 public key.
Controlling you phone from the cloud
The JavaScript chat client SDK is missing some functionality that the REST API has, like list users. Should the 1st person chat client be using the REST API as well to supplement gaps in the client SDK or just in general? Or is it strictly for backend management?

The Chat SDK itself doesn't give all of the same access as the REST API because that would put that access directly in the hands of all users of the Chat SDK. Restricting things like listing users of the app to the REST API means that your application has greater control over those functions and can restrict access or use it only in specific circumstances.
As we've discussed in your other question, how you actually manage things in your application, whether it is by calling to the REST API or storing data in your own user database, is up to you and depends on what will work best for your application.
In Web API, use the nearbySearch function will return the results nearby the specific coordinate.
But I cannot find a similar function in iOS SDK.

You cannot apply iOS app restriction on web service API key. The only supported restrictions for web services are IP address restrictions. This supposes that you are executing web service requests from your backend server and restrict an API key with IP address of your backend server.
In case of mobile iOS app that means you should create an intermediate server to execute web services and pass responses back to your app in order to protect an API key that you use with web service.

Currently I'm building an iOS application which is having flight search feature and planning to use QPX google api for that but for airport/city code not able to find the api in google service.
Is it possible to use QPX Express api in iOS application because didn't see the way to parse the response.

Currently Google is migrating their old Google Data API to the new Google API.
When we do API queries over the old Google Data API, we usually use Zend Framework and the given consumer key/secret to do the authen/autho, which is fine.
Question is, is it possible to use the given consumer key/secret (from the Google Apps Marketplace listing) and the new OAuth 2 Library to call the API? What I have been having is the error message redirect_uri mismatched issue and obviously Google Apps Marketplace provides no way to change this value. Even though they had provided a link for us to go to the API Console from the listing page, I cannot see the OAuth 2.0 options in my API Access page at all.
Did I missed out anything?
If let's say I need to use the Google Apps Admin Settings API, does it mean I need to separately create a new OAuth 2.0 API Access in the API Console, then, when I need to access user data, I need to do the Auth flow again using this new consumer key/secret/redirect? I can't set this permission in the Listing Manifest? (Not supported?)

Google Apps Admin Settings is not yet migrated to the new google-api, AFAICS. Check out this list : http://code.google.com/p/google-api-java-client/wiki/APIs ;
you can however use the new google-api client libraries but you have to roll your own XML model for the given API, it is not so hard, I did a similar thing for the Contact API;
The consumer/key secret can be re-used normally if it is sufficiently scoped. A related project for your market app is automatically created in the Google Api console from what I remember..
