You need SPListItem.File.CheckOut / SPListItem.File.CheckIn from the object model. I don't know how to do this using the web service though.
You need the CheckInFile and CheckOutFile web methods of the Lists webservice. The calls are pretty straight forward. Hope this helps.

In a xpages application I need to mount a label with a certain layout, analogous to the layout of a ticket. Searching, I have verified that the most used practice is to use openoffice to design the odt model and in java to use bilbiotec to JOD Reports. Do you advise to follow this line yourself, or do you have any suggestions?
I would concur with Marcus. The way forward is PDF output. There are a couple of ways to do this, depending on your constraints.
When user must design every aspect of the ticket using openoffice is a suitable approach, however you need a headless openoffice install for the rendering
If everything can be code, then PDFBox is a good way to go. Wrap your code into a managed bean
The middle path would be XSL:FO and Apache FOP. It allows alteration of the layout by providing a different style sheet. I wrote an article series outlining that approach.

There is also the POI4XPages plugin. You could design your form with Word and then use placeholders to populate the document and output as a pdf.

I was able to solve my problem, because I discovered that here in the company there is the abcpdf software. Through a web service that uses the APis of this software, I pass the html code of the ticket and the web service returns the pdf document in an array of bytes. I created a managed javabean to consume the web service and display the pdf in the browser.

To help my company better adopt using TFS i'd like to see if a custom web page could be made so the end user has no idea they're entering a bug into TFS. They find the TFS2012 web based GUI confusing. They are business users and able to write out a problem in a web app, the reproduction steps and expected result but they always forget to set certain fields which makes their entries not show up in my query.
I figured creating a custom web page that inserts the bug into TFS would help. Anyone know if this is possible?

I need to implement direct call feature via vicidial in my web application.
Let me explain the flow to better understand what I need to do. user would be able to login in vicidial via a webpage of my app. then can call on any number by entering number.

We implemented something like that using a product called WombatDialer that offers good APIs and is quite easy to set up (well, easier than ViciDial).

I am doing a Delphi transport application interacting with GoogleMaps APi and i would like to propose all "near by" names coming from the autocomplete Google Maps API when i enter the starting adress of the direction.
All of this will be displayed in a TCombobox when would be changed on the OnChange propertie.
Is that possible ??? ever heard of it ???

There is a part of the Google Maps API called The Google Places Autocomplete API. You can send requests (in the examples part of the reference page there is also the example with bounds for your purpose) as you will type in your combo box (ideally after some short delay for typos corrections). As the result you can receive either JSON or XML format file. After you parse it, you will get the list of appropriate suggestions.
I'm not sure with the Google Maps API Key; if it's possible to use it in standalone application (and about the limitations) because I haven't implemented static part of the Google Maps yet.
My first thought (assuming an approach which is based on remote controlling the web interface) was: this can be solved using TWebBrowser and friends (IWebBrowser2, IHTMLElement etc.). See my answer on this question to get a feeling for this. You could use Embedded Web Browser from bsalsa for easy access to all the Internet Explorer functionality.
My second thought was: there might be a part in the official API for this. But this I don't know. If there is none then the above approach could be a (work-intensive) workaround.
