I reinstalled docker and again in first it was ok but after restart the problem reappeared.
My windows is serever 2019.
when i delete DockerDesktop.vhdx file, docker will run.

It's becouse your Windows 10 build is 18xxx you need to update it to 19xxx. That will fix your problem.

I think there is a virtual machine running on the machine where you have docker installed. You should pause the virtual machine and then restart docker.
I installed Latest Docker Desktop for Windows in Windows 10 Enterprise. But after installation when I try to start Docker , It presents a crash report as below :

The latest Docker Desktop version 3.2.1 isn't stable for windows and has some issues with Docker Desktop Services not working perfectly and that's why after downloading, it crashes. So, the best approach would be to download an older version of the docker desktop Docker Desktop 2.2.0.
The Older version works like a charm, I implemented the same.
