Microsoft and Qualcomm announced a new Snapdragon Developer Kit to be released this summer, 2021. Where can I find this kit? Has it been released yet?
I'm not asking for a recommendation for software. I'm asking where is this kit sold. Everything I've found indicates the Microsoft Store but I can't find it there. Qualcomm has several different Snapdragon development kits offered through various retailers but none of those are the Snapdragon Developer kit for Windows ARM. Nor does a Google search bring up anything other than either press releases or other bits of internet flotsam that is not related to this question.

The forefront of those plans is a new Snapdragon Developer Kit.
Microsoft says that this kit is an affordable Windows on ARM-based PC
that is specially designed for developers. The kit will be available
for purchase at the Microsoft Store this summer as part of a
partnership between Microsoft and Qualcomm Technologies. Microsoft
didn’t share specific pricing or availability, but notes it will be
“cost-effective.”
Windows on Snapdragon provides a brief press release on the kit with a description but no way to buy it that I can see.
Qualcomm Enhances Support for Developers with New Snapdragon Developer Kit for Windows 10 on Arm PCs also mentions the kit but no details about where or how to purchase.
Or is there some other way of obtaining an inexpensive Windows Arm system for less than US$200?
Currently I'm planning to go with Windows 10 ARM Preview Build on a Raspberry Pi 4 and have just heard of the Snapdragon Development kit.

The Snapdragon Developer Kit for Windows on ARM was available for purchase from the Microsoft Store:

However, it's no longer available, since Microsoft has now launched the Windows Dev Kit 2023 to replace it:

This device uses the Snapdragon® 8cx Gen 3 compute platform, a considerable upgrade over the Snapdragon 7c in the earlier Snapdragon Development Kit. It is intended to be used as a development machine, and I can personally confirm it works well as one with the ARM64 native version of Visual Studio 2022.

I'd like to develope an iOS-app using Flutter. But unfortunately I'm having a Windows PC, so my question is if there are any good working iOS simulators that might be working with the IDE I'm using (intelliJ). Or is it better if I install a VM with macOS on it and develop there?

You can build your iOS Apps here, but you will not be able to test them on a real device.
The Build System of macOS is required to compile and distribute Apps for iOS and macOS.
If you read the License of macOS carefully, you will recognise that it is not allowed to install it anywhere but on a mac device.
There are workaround known in the community like a "Hackintosh". I would not recommend doing it that way. You will most likely have to buy specific hardware in order to get it going smoothly. For that money, you can already buy a real mac. Note, in order to release the App on the AppStore or test it on a real device, you can not use a "Hackintosh" aswell.
There are Macs out there that come at a price tag starting at around $400, and they are more than enough to build apps and be used for programming. Have a look at MacBook Pros 2012 to 2015 or iMacs from 2013 to 2015, or have a look at a Mac mini. I started this way aswell and I don't regret.
Having said that, building your Apps for Android only is a good way to get started with Flutter.
it is impossible. mac is needed because flutter runs in flutter using xcode build. The ios design can be implemented on windows. cupertinoWidget

I am using Windows operating system where i use VMWare for running MacOS. Is there any obstacle or ban my apple developer ID (paid $99) when i distribute my app in app store?
No, Apple has bigger things to care about.
If you had violated the EULA on iCloud or ItunesConnect why not but using a hackintosh is not a violation for iCloud or you are apple ID. There is now a way for them to prevent you from using the operating system without legal action.
However, using a hackintosh is in violation with apples’ EULA which you must agree to in order to have their software licensed to you. In the EULA it states that the OS (macOS) must be installed on apple branded hardware only so by using a hackintosh, you’re n breach of their EULA. Apple would have the right to take legal action against you for this but in the past this has NEVER been done. Nobody has been prosecuted for installing macOS on non-apple hardware.

This could be the most stupid question, but I swear I cannot find where and how to download the Mobile SDK on the HERE website.
I only found where to download the documentation
Also, what is the difference between the Hybrid and the Online version of the sdks?
Correct, The SDK is only available for Download by contacting the Here Team currently.
The Basic difference between Hybrid and Online would be Offline capability with Hybrid version whereas Online requires an Internet connection always.

Hybrid version will work both online and offline modes whereas online version will only work in online mode. You can download the maps with Here mobile SDK and then you can navigate to the places without internet. In hybrid version app will switch to offline automatically whenever net is not available.
Note: Currently there are two types of mobile SDKs are available
1.Starter Evaluation(90-day free trial) : We cannot download maps with this. Hybrid mode will not work here.
2.Premium Evaluation(90-day free trial) : We can download maps.

I code for fun mostly and perhaps would later want to freelance. I currently program for Android and have released a few apps for free. The point is just to build the applications, not to earn money from them, so I don't have ads on them either.
I thought I'd expand my skills to iOS, but found that I have to buy a mac and also pay a yearly fee to Apple for publishing my apps on the iOS app store.
Maybe I'm not understanding something here or I'm missing some vital piece of info. Is there no way I can code and distribute my app on the store for free and without purchasing an expensive macbook? I just bought a new Sony VAIO and I can't afford another computer (and I don't need one either).
Have I got all the facts right or am I missing something?
You are more or less right.
You need to pay the yearly fee to Apple in order to distribute apps.
You need a Mac to run Xcode and develop for iOS.
However, the Mac Mini, even some of the older models, will run Xcode alright, so there might be money to save there.
Also, once you have a mac, you can build apps and run them on a simulator without paying the Apple Developer license - but you do need to pay the $99 to publish them and even run them on your own iPhone.
I don't agree with Apple on all of these restrictions, but it is their decision and there is not much to do about it.
I should also mention that you can buy Mac OSX and run it virtually on non-Mac hardware, but doing that is against Apple's license terms, and therefore illegal. Though it might be interesting for you to do this I would not recommend it due to the legal issues.
One final option for you would be to rent a Mac in the cloud and connect to it (via VNC, Remote Desktop), to try it out - but for real development on a device, you still need actual Mac hardware.
There appear to be at least a couple online services which will allow you to rent time on a Mac in the cloud (to use remotely via RDP or VNC from your PC). Make sure the Mac on which you rent time has the latest version of Xcode and iOS SDK installed and available for use, and you can use that for all iOS development except direct device debugging.
Access to Apple's App store requires paying to enroll in their Developer program.
The absolutely free option is to develop iOS web apps. These can be made clippable with a custom icon, run off-line with a suitable manifest and MIME type, and can be downloaded from your own web site or server, no App store approval required.
To develop app for iOS, you need:
Xcode, which means you need MacOS. Usually, you would need a Mac computer (iMac/MacBook/etc.), but you can also install MacOS on VM. I'm not sure if it is possible to set up an environment as replacement for Xcode.
Run and test the app. iOS simulator is OK, but there might be subtle difference between the simulator and the real device. If you want to test on real device, you need to join the Developer Program, or you can also jailbreak the real device and go through a clunky process (involving packaging the app, and copy the app to the device via command line) to run the app.
Somewhere to distribute your app (as a product). You need the Developer Program (again), if you want to distribute the app on Apple AppStore. If you want to distribute app for jailbroken device, you are free to do so, without any restriction.

YES it is possible! You can develop for iOS on a PC. Almost all versions of windows are supported, including Windows XP. You can build iPad and iPhone apps using the SDK. It is called Dragon Fire SDK and it allows you to create iOS apps using Visual Studio C++. Dragon Fire SDK is very limited in it's features, but the company is constantly updating the SDK. Dragon Fire SDK is really aimed at creating games (Open GL ES), although they recently announced a possibility of an Enterprise version of the SDK which would allow you to create lifestyle, productivity, utility, and other types of apps. I used it for almost a year before switching to a Macintosh Computer and getting Xcode, and I was very pleased with everything. The company was devoted to helping you create your dream app, and they had lots of resources, help forums, and communities to answer your questions about app building with the PC. The SDK allows you to develop your app in C or C++ and then test it using a real iPhone or iPad simulator. Dragon Fire SDK ranges from the basic starter kit, $50, to the ultimate version which allows for iPhone and iPad Dev, priced at $150. Dragon Fire SDK is created by Zumisoft. As far as distributing your app, Zumisoft will distribute it for you, but the downfall of that is that your app must be a FREE app and updates cost $10 each. The other way is to distribute it through the App Store for $99 and do all the cool fancy stuff you want.
