I have a sheet with two tabs - Common and Dubai.
Common has several columns, namely TGID, CID, City, Country and Comment.
I want to fetch all the records that have Country = Dubai.
Eg.: The formula should help me fetch rows 4 & 5 (Image Attached)

You can use the FILTER function. Based on your snippet, FILTER(A2:E__, D2:D__="Dubai"), where __ is the last row in your data. Also, instead of typing "Dubai" in the formula you can also reference another cell with the country name in it.

You can create a helper column to achieve this
Create a helper column J and put the below formula in J2
=arrayformula(if(D2:D7=OFFSET(D2:D7,-1,0),"",ROW(A2:A7)))
Then you'll be able to filter your data, put below formula in A10
=FILTER(A2:J7,J2:J7<>"")
Please amend your data ranges per your requirement
Please use ; instead of , if you in are different continent
for Extended Range, use below formula
=arrayformula(if(D2:D="","", if(D2:D=OFFSET(D2:D1000,-1,0),"",ROW(A2:A))))
So my goal is to have every name on the roster in column A and then have the names of those who respond (not everyone will respond) in column B. I want column A to sort alphabetically. I want column B (and the corresponding columns with answers (C-E)) to only fall in line if the name matches. Otherwise columns B through E would be left blank. Any help would be appreciated. Thanks!
Make a new sheet with the roster names. After typing them, use the Google Sheets sorting tools to sort them.
Use the match function to identify the corresponding row in the first sheet for each of the roster names.
Once you have got the row, you can get the data for any cells in that row. See Get content of a cell given the row and column numbers .
Tried searching and checking Google documentation but I am still having issues getting the results that I want for this problem.
I'm needing to split several comma-separated lists of items and recombine them so that first items in each list is combined, followed by the second item, etc.
To ask with an illustration, if I have a cell with the following
Paul, John, George, Ringo
and another cell with the following
McCartney, Lennon, Harrison, Starr
How do I use one function to produce this in a cell?

Here you go, you will need to copy to every row - but assuming your data is in columns A and B it will work across a dynamic number of items:
=ARRAYFORMULA(join(",",split(A1,",")&" "&split(B1,",")))
See image example below, in row one i used the data you showed up top, and in row two i reversed the column data just to show as an example:
If you paste the first word CSV to Sheet1 and the second word CSV to Sheet2 then you could put the following into sheet3
In Cell A1:
=Sheet1!A1&" "&Sheet2!A1
This is saying take the value in sheet1 A1 and then a space " " then the value in sheet2 A1
You could also do this with the concatenate function:
=CONCATENATE(Sheet1!A1," ",Sheet2!A1)
Then just copy the formula to suit.
I have two sheets, Progress and App1stSession, in the same spreadsheet.
Progress sheet has these columns
Date Campaign Sessions 1stSessions
App1stSession sheet these columns
Date Campaign 1stSessions
I need to retrieve 1stSessions values from App1stSession. The match can be done on Date and Campaign values.
I've written this formula
INDEX(App1stSession!$A$1:C,
AND(MATCH($B1,App1stSession!$B$1:B,0),MATCH($A1,App1stSession!$A$1:A,0))),3)
Of course it doesn't work because AND retrieves 0 or 1.
So I've tried this solution
INDEX(App1stSession!$A$1:C,IF(AND(MATCH($B1,App1stSession!$B$1:C,0),MATCH($A1
,App1stSession!$A$1:A,0)),MATCH($C1,App1stSession!$C$1:C,0)),3)
I suppose that the second MATCH could retrieve the right row: neither this solution works.
Finally I've tried
=QUERY(App1stSession!$A$1:A,"SELECT """&App1stSession!$C1:C&""" WHERE
("""&App1stSession!$A$1:A&"""="""&$A1&""")AND("""&App1stSession!$B$1:B&"""="""&$C1&""")")
Again it doesn't work but I suppose because of a matter of syntax.

The way I would do it, is insert one unique id column/search key in column A, before the rest of your data, that is dynamically created by the date & campaign values in your App1stSession sheet:
=B1&C1
then use this type of formula to smush the same two values together dynamically on your search sheet in a vlookup fashion on your progress sheet:
=VLOOKUP(A1&B1,App1stSession!A:D,4,false)
I would like to perform a multi criteria search of data in a column- contains data of check boxes(more than one option chosen).

So my concern here is if I would like to search/filter for the rows that contain "Commercial", the rows with Commercial,Engineering doesn't show up. That's definitely not an effective search.
Any advise on how can I go about this issue is kindly appreciated. If
Let's say you have your form in the response sheet in columns A to P, with the multiple choice in col D. If you want to filter your data on the word 'Commercial' you can either do:
=filter(A2:P, regexmatch(A2:P, "Commercial"))
or use query():
=query(A2:P, "select * where B contains 'Commercial' ")
Note: depending on your locale you may have to change the commas to semi-colons in order for the formulas to work.

Following JPV's answer, I developed a line to make the query useful if you want to cross two categories. Let's suppose that someone in your checkbox example had picked all the options (IT, HR, Commercial, Engineering); and that you have created the cell with the dropdown option box in cell B1 with all your options, as JPV said.
Then, you want to filter and see all the people who had chosen IT and Commercial. You would, for that, create a second cell with the dropdown option box in, lets say C1; and then your query would be:
=query(A2:P, "select * where B contains '"&B1&"' and B contains '"&C1&"' ")
=FILTER(MOBILE!A2:E2000, ISNUMBER(SEARCH(A1,MOBILE!A2:A2000)))
SEARCH function will return a number of the position of the searched word (A1) in the searched strings in range (MOBILE!A2:A2000).
If the result of search is a number (ISNUMBER), then filter will return the TRUE rows result from the range MOBILE!A2:E2000.
