Firebase push notifications sent but not received on iOS 13 and received on iOS 12
My xcode version 11.4 with Swift 5
I did the test on iOS 12.4.2, 13.4 and 13.4.1
The notifications not received in any app state (foreground, background and closed)
I added a firebase project for my project and connected with APNS using both ways APNs auth key and APNs Certificates
I tried the firebase notification composer and got the same result

And unfortunately, I got the same result.
It looked like there is an issue in Firebase - APNS integration using the auth key method (at least for my case with the bellow information)
The test made on XCode version 11.4, iOS 12.4.2, 13.4 and 13.4.1
There is an issue in Firebase push notifications when using the auth key and should use the p12 certificates instead
I checked direct APNS push notifications (without firebase) it's working fine
I checked also using 2 methods APNS auth key and p12 certificates, it worked on p12 certificates but not for auth key

I have spent about 2 days going through firebases documentation, asking questions and looking at others and following youtube/medium tutorials and more. Here is a github project with my full app delegate, so that all my code is visible.
But I am yet to figure out how to be able to send a notification message from firebase cloud messaging. I have setup Apple push services have gotten and inputed auth key into firebase and written code in my app delegate seen here
Can someone let me know what I need to do to make it work? What have I missed?

Update:
I have followed again this whole documentation by firebase and still sending notifications from fire cloud messaging does not work.
Clearly however the code is running given that 2 lines I have which save the token to firebase successfully save the token.
I have had a problem like this in the past, what fixed it for me was checking the bundle ID is the same on both the auth key and fire project as well as in Xcode.
Also to make sure your app delegate code is correct just use Firebase's example:

Assuming you have the APNS Auth Key correctly configured in the firebase console, and considering your appDelegate implementation you have provided, the only piece of code i see missing is the FIRInstanceId creation.
According to Firebase documentation here :
Instance ID provides a unique identifier for each app instance and a mechanism >to authenticate and authorize actions (for example, sending an FCM message).
Once an InstanceID is generated, the library periodically sends information >about the application and the device where it’s running to the Firebase >backend.
And here
To send or receive messages, the app must get a registration token from >FIRInstanceID. This token authorizes an app server to send messages to an app >instance.
Just before where you register for remote notification in your application didFinishLaunching..., add this before the application.registerForRemoteNotifications()

So I have been trying to figure this out for a while I have followed the set up guide a few times and I can't even get the push notifications sent form the firebase console to show up. I have Phone Auth set up and working, which required push notifications and APN set up, same as FCM. Here is my AppDelegate file:

For FCM, you don't need to use InstanceID and FirabaseAuth and without that I am able use send APNS programmatically from my application to subscribed topic

After reading a lot of answers I'm posting this here because my issue is still unknown to me. If I send notification from firebase console I get the notification but if I go to my app backend and perform a function which generates notification according to the backend guy I am not getting notifications. The android developer is getting the notification.

If I send them from firebase console I get them. But if the backend of the app generates a notification I'm not getting it. As per Firebase documentation if the backend guy has the FCM he's good to go to send the notification and he has the correct FCM I've checked that too.
Upon explaining this scenerio he told me that the same was happening for the android guy before (firebase notification is received but notifications from server are not) and then it turns out the issue was at android guy end. He was not presenting notifications when he was receiving one, so as per his words the issue is at my end that I'm not presenting the notification when I'm getting it (which I'm not receiving from server because when I get it from firebase it displays on lock screen). Also is there any certificate that he need to implement in order for that? Because I've a certificate which I've uploaded on firebase.

I think it is due to the structure of the notification, at least if I understand the question. I had the same problem once, the back-end guys were arguing that it is working on Android. But it is covered in the documentation.

Whatever they put in data will still be received, but will not be used to present notification(on Android it will present). There is no need for extracting anything just tell the backend guys to add this for you.

I've added Firebase notifications to my Android and iOS app. I send custom data to topics with a php script. The Android app receives messages from the php script and messages from the web interface from Firebase.
The iOS app doesn't receive messages from the php, BUT from the webinterface (sent to the reg-token of my iPad or to the topic).
I can see the current reg token in the console and the message ID from the sent message from the web interface, but nothing happens if I send from php.
The issue: the iOS app doesn't receive the message my php send to a topic. But it works if I send form the web interface, so my iPad should be subscribed successfully...
Please let me know if you need any kind of example code.
Maybe someone has an idea for me how I can solve this annoying issue.

I've setup the project as shown in the documentation. When the app is in the foreground I get the messages to the method applicationReceivedRemoteMessage but when the app is in the background I don't receive the notification. I tried sending the notification from the Firebase console.
Initially I thought might a problem with the certificates etc. But when I try sending the message via http://pushtry.com it works just fine.
So the problem is the way I configured the app. I've copied the AppDelegate here. Can someone figure out why it's not working please.
Also can someone tell me how to specify that I need to send notification for my sandbox mode. There is no way to select production / sandbox mode in the notification console in Firebase.
