I have Xcode 10.3
I wish to run an iPad Mini simulator running iOS 9.0.3
However when I go to Preferences > Components the only options are:
iOS 12.2 Simulator
iOS 12.1 Simulator
iOS 12.0 Simulator
iOS 11.4 Simulator
iOS 11.3 Simulator
iOS 11.2 Simulator
iOS 11.1 Simulator
iOS 11.0 Simulator
iOS 10.3.1 Simulator
There is no 9.0.3. How do I download older simulators?
Xcode supports SDK latest three versions of the iOS SDK. The only way to have an access to older simulators is to install older version of Xcode.
I will make a final summary, there are two ways:

This is my download path, you can download 9.0
1.1 cd ~/Library/Caches, find com.apple.dt.Xcode, show in package. Paste DMG into the Downloads folder (if not created).
1.2 Restart Xcode, open the panel Xcode->Preferences->Components, you can see iOS 9.0 Simulator, click to download
In practice, Xcode 10.3 could not be seen to see the download button of the iOS 9.0 Simulator.
It seems to confirm #Adobels Xcode supports SDK latest three versions of the iOS SDK
2. Download .simruntime and put it directly into the /Library/Developer/CoreSimulator/Profiles/Runtimes/ folder.
The Runtimes folder has all the emulators you installed, suffixed with .simruntime.
Apple did not provide the .simruntime download address, I downloaded it from the cloud disk shared by others, of course, if you installed the old version of Xcode.
I am working after the test, iOS 9.0 Simulator will open the prompt Safe Area Layout Guide before iOS 9.0, and finally close the Safe Area Layout Guide.

If you do not see the earlier SDK version for which you want to download the simulators listed among your options, then you cannot download that SDK for use with this version of Xcode on this system.

I have Xcode9.2 on my MacBook and 8 on my MacMini. So I just copied the 11.2 DeviceSupport DeveloperDiskImage .dmg and .signature from the MacBook to the MacMini. Worked fine.
For the rookies like me, if you get a message similar to this:
"This iPhone 6 is running iOS 11.2.X, which may not be supported by this version of Xcode."
It means you have to update Xcode.
I hit this problem when my phone was running 11.2.6 and I was running Xcode Version 9.0

Get the device support file from here if latest available Device Support File

From following ways you can get device support files
Go to Finder and Search
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/
Right click on Xcode -> Show Package Contents then navigate to Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/11.X
Copy the 11.X
Please note X - will be Versions

It is known that Xcode 7.0 does not support the iOS 8 simulator any more. So when I go to the download preferences I only find the iOS 8.1 simulator and higher. But I really need to test my code on iOS 8.0 and I don't have any device supporting that version, so I need to do this from the simulator.
I downloaded Xcode 6.0.1 (to extract the iOS 8.0 simulator) and installed it in my applications, but I could not run Xcode (since it cannot be run on El Capitan).
So what I tried to do is copy/paste the iOS 8.0 simulator:
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneSimulator.platform/Developer/SDKs/iPhoneSimulator8.0.sdk
and
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneSimulator.platform/Developer/Library/CoreSimulator/Profiles/Runtimes/iOS 8.0.simruntime
from Xcode 6.0.1 to Xcode 7.0 and restarted the mac
I then re-open Xcode 7.0, and go to Window -> Devices and enter the following:
I then hit "Create", but once created it shows up as iOS 9.0, and once I run the code on that simulator it reads the OS as 9.0 and not 8.0
Can anyone help me solve this please?
If you can't add an iOS 8 simulator, as an alternative, try to run this app on a device running iOS 8 with developer provision using xcode. This way it will also help to pick most of the LOCs where it is actually crashing. Also, for a random crash you might need to analyze app memory management using Instruments tool (but it also depends on crash reason).
you can download it from xcode prefrences -> Downloads
for manually you can get it from old xcode path(/Developer/Platforms/iPhoneSimulator.platform/Developer/Applications/iPhone Simulator.app/Contents/MacOS/iPhone Simulator) and paste it new xcode with same path.
I have just bought a new iMac. I then downloaded the latest SDK 5.0 and installed XCode 4.2.1. Everything is working fine. Though I realized that there are only iPhone and iPad Simulators 5.0 available for debugging. So I went on clicking the More Simulators... I click Install for all items and a while passed, and when I came back, it indicated as "Installed". But when I go back to my XCode, there are still just Simulators 5.0 in the list.
So, how do I go about installing the older simulators in XCode 4.2.1? Did I miss any steps? Or do I need to install older SDKs? Please help. Thanks.
X-Code 4.2 will have iOS 5 simulator and library only. If you want lower version simulator and library with X-Code just goto X-Code->Prefrences-> Downloads Tab. In downloads tab you'll have two tabs:
1) Components - Here you will have option to download iOS 4.3 simulator(~600 Mb), iOS 4.0-4.1(~670 MB) Device debugging support, iOS 3.0-3.2.2(686.3 MB) Device debugging support.
2) Documentation- Yoy will have option to download iOS 5.0,XCode 4.2 Developer libaray,Mac OSX 10.7 Core Library.
Install the components which ever you need and there you go..Have you installed components this way??
If Xcode doesn't show the wanted simulators you'll be able to download older xcodes from here:

For example:
iOS 5 Simulator -> Xcode 4.3
iOS 5.1 Simulator -> Xcode 4.3.3
iOS 6 Simulator -> Xcode 4.6
iOS 6.1 Simulator -> Xcode 4.6.3
iOS 7 Simulator -> Xcode 5
iOS 7.1 Simulator -> Xcode 5.1
You can find the Xcode application inside the downloaded .dmg
Open this DMG
Right click on the Xcode application and click 'Show Package Contents'
Navigate to: Contents/Developer/Platforms/iPhoneSimulator.platform/Developer
Copy the found simulator folder (eg. iPhoneSimulator7.1.sdk folder)
Repeat steps 2 & 3 for your current Xcode application
Paste the simulator folder
Restarting Xcode will show you the new added simulators
