My device is running iOS 12.2, but the latest Xcode version available (on the store, and directly from developer.apple, which just pushes me to the store) does not provide the support files for that iOS version, so I cannot build to devices.

Extract the zip file and copy to
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport.
Rename 16E266 folder to 16E227.
Restart XCode.
As pointed out by #DavidH, this worked for me.
After copying and renaming the folder, if problem persists, restart the Mac.
I had the same issue. I was about to download the https://github.com/iGhibli/iOS-DeviceSupport/blob/master/DeviceSupport/12.2%20(16E226).zip and paste it in the /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport path but I think it's not the normal flow. Later, I remembered that I almost never download the Operating System updates.
My solution was:
Go to about this mac -> Software Update (Operating System Updates).
After downloading and installing update you'll be able to Update Xcode.
Go to App Store -> search xcode and you could update Xcode successful.
In conclusion: I needed to install updates for my macOS Operating System.

Add/Update Unsupported iOS Version to Xcode
Apple has no plans to update Xcode 12.4 to support iOS 14.6, 14.7, etc.
But we can copy Xcode version 14.5 DeviceSupport files (download if needed) and paste (or symlink) them into directories named 14.6, 14.7, etc. (Thanks to #LPG for note on symbolic links.)
Xcode DeviceSupport Directories
Xcode DeviceSupport directories are located at:
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
(In Finder, right-click on /Applications/Xcode & choose Show Package Contents)
The list of directories will not include 14.6, 14.7 (or perhaps not even 14.5).
(If 14.5 directory is already present, simply copy/paste or symlink that directory to duplicate it with name as 14.6 or 14.7, etc. as needed, otherwise...)
Get DeviceSupport Files
The quickest way to grab device support files is from this (unofficial) Github project:

After the files are downloaded, double click on the .zip file to unpack them into a 14.5 directory:
Add DeviceSupport 14.5 / 14.6 / 14.7 to Xcode
Copy and paste the 14.5 directory into /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport.
Make a duplicate of 14.5 directory by copy and pasting it into the same directory (into DeviceSupport) then rename the directory to 14.6, 14.7, etc. as necessary.
If Xcode is open, Clean Build Folder (under Product menu heading). I'm unsure if this is strictly necessary. (The next time I attached my phone, Xcode also updated & processed cache files from the device itself, which took several minutes.)
Close Xcode (if open).
Attach iPhone via USB. If you haven't already updated your Mac OS to support your phone on 14.6 / 14.7, your Mac may ask you to update the Mac OS software in order to connect to your iOS 14.6 / 14.7 device. I accepted this update request. It took several minutes to complete. (I believe this is unrelated to Xcode, rather iTunes, & other Mac services, etc.)
I needed to reboot my Mac after this. Unsure if this is required for everyone.
Open Xcode. Open the build destinations dropdown beside Runner and your iPhone 14.6 / 14.7 device should (hopefully) no longer has the "(unsupported os version)" note beside it.
Now as a supported 14.6 / 14.7 phone device under Xcode 12.4, you should be able to build debug, profile & release versions of your app to your physical iPhone.

try rebooting your phone / iOS device
This might be a temporary solution but here is what worked for me:
Go into contents/Developer/platform/iPhoneOS.platform/DeviceSupport
Copy your previous iOS 14.5 the device support file or older version
Paste into the same folder and change the iOS number to 14.6
Restart Xcode, and it should let you run your code on your phone
FYI this has worked for me before too for a different iOS so it might be able to help for later versions if anyone gets stuck or cant run Xcode on their phone.

In my case I had xcode 12.3 and wanted to run app on my iPhone ios 14.6
close xcode
download 14.5(FromXcode_12.5_Release_Candidate_xip).zip
unzip 14.5(FromXcode_12.5_Release_Candidate_xip).zip it will give you folder 14.5
copy folder 14.5 to /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
then copy folder 14.5 to /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport and rename to 14.6
after step 4 you should have something like ../iPhoneOS.platform/DeviceSupport/14.5 and ../iPhoneOS.platform/DeviceSupport/14.6
launch xcode run your app

Xcode will continue when iPhone is finished.

This might not be the right answer for everyone, but for me I just needed to upgrade the operating system on my computer. (Note also that the error says "Unsupported OS version", not iOS version.) I was on Catalina with XCode 12.5. After upgrading to Monterrey with Xcode 13.1, all worked fine.

Also, In case you are stuck between the version being launched and support files not updated on the link. Try renaming the last updated file folder with new version and paste it into the given directory. Tried that for iOS 15.6, Have renamed the 15.5 folder with 15.6 and it's working.

I got the same problem. I tried several things but the only solution is to update your Xcode to 11.3.1. After the update I tried to run on my iPhone and worked perfectly!

Actually, there is a way. You just need to copy DeviceSupport folder for iOS 7.1 from Older Xcode to the new one. It's located in:
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/7.1
If you don't have the 7.1 files anymore, you can download a previous version of XCode on https://developer.apple.com/download/more/, extract it, and then copy these files to following path
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/

I had a similar problem because the app store version was missing iOS 10.1 support in Xcode 8 and they haven't rolled an update yet. This caused the "Xcode: Could not locate device support files" problem. You can download the latest update https://developer.apple.com/download/ and it is more current and supports iOS 10.1 (14B72c).
I have Xcode 10.1 and I can not run my application on my device with 12.2 iOS version.
The easiest solution for me was:
Go with finder at Xcode location
Right Click -> Show Package Contents
Contents -> Developer -> Platforms -> iPhoneOS.platform -> DeviceSupport
Here you find a list of supported version. Choose the most recent one and copy(In my case was 12.1 (16B91))
Paste in the same folder(DeviceSupport) and call it with the version you need.(In my case was 12.2 (16E227))
Close Xcode if you have it open
Reconnect device if it was connected
Open Xcode and build
If this trick does not working, you have to get the versions from the new Xcode version.

This error is shown when your XCode is old and the related device you are using is updated to latest version. First of all, install the latest Xcode version.
We can solve this issue by following the below steps:-

Copy the 10.0 folder (or above for later version).

Having the same exact issue with iOS 10.3 and Xcode 8.2.1. I'm not going to download the new Xcode beta just to fix this. Come on Apple!
To anyone reading this, you have to go to https://developer.apple.com/download/ and get the latest version, which might even be the beta, if the stable release doesn't work.
In the future, I would be aware if you update iOS on your devices you may break Xcode/iOS version so update wisely if you want to keep testing on it without jumping through hoops that Apple makes.
If you have XCode 8.1 and iOS 10.2, update XCode manually to 8.2.1. For some reason App Store didn't offer this update.
In case of getting "Could not locate device support files" after your device iOS version has been updated and your Xcode is still old version, just copy old SDK under new name and restart Xcode. Open your terminal and do following:

I was first wandered if it could be mounted directly through hdiutil attach and looks like it could but not for everyone's accounts.

1) I have experienced same issue, my Xcode version was 7.0.1, and I updated my iPhone to version 9.2, then upon using Xcode, my iPhone was shown in the section of unavailable device. Just like in image below:

Solution) Then finally I downloaded latest version of Xcode version 7.2 from here and everything has worked fine for me.
Update: Whenever version of iPhone device is higher than version of Xcode, you may experience same issue, so you should update your Xcode version to remove this error.
For the case XCode version is lower than iOS device's image, you can either copy the disk image from other already updated XCode(or maybe the internet) or upgrade your XCode.
The image is a folder with size about over 10MB, and place(find or put it) here under this path "/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/".
To enter Xcode.app package, hold control key and click on Xcode.app, you will find additional option like show package content or some word similar. Choose this option and you will enter Xcode.app like entering a normal folder.

To run the project to latest devices from the older versions of Xcode, follow the following steps :
Go To Finder -> Applications -> Right Click on latest Xcode version -> select show package content -> Developer -> Platforms -> iPhoneOS.platform -> DeviceSupport -> Copy the latest version folder and paste at the same location of your old Xcode i.e in the DeviceSupport folder of your old Xcode.
Then Restart Xcode.

If you want to develop with Xcode 7 on your iOS10 device :
