Can't publish iOS app - Not supported version (SDK → Xcode → OS) - ios

I bought a 2011 Mac just to publish an iOS app to the App Store. But, it turns out that I can't publish using the currently installed OS. Is there anything I can do to fix it?
I execute Xcode → Product → Archive, then upload to store and get the following error:
ERROR ITMS-90725: "SDK Version Issue. This app was built with the iOS 11.4 SDK. All iOS apps submitted to the App Store must be built with the iOS 11 SDK or later, included in Xcode 9 or later. Further, starting March 2019, all iOS apps submitted to the App Store must be built with the iOS 12.1 SDK or later, included in Xcode 10.1 or later."
An unknown error occurred.
So I downloaded Xcode 10.1 but it's not supported with my OS.
Xcode can’t be installed on “1111” because macOS version 10.14.3 or later is required.
So I download macOS Mojave 10.14.3, but when trying to install it, I get the following error:
This software is not supported on your system.
Please tell me there is a simple solution for this. It doesn't make sense that if you have an old computer you can't publish iOS apps anymore.
I have a Early 2011 15" MacBook Pro.

Xcode 10.1 works with macOS 10.13.x (where x is 4 or 5 I think). Your 2011 MacBook Pro can run macOS 10.13. Once you have macOS 10.13.x (where x is whatever the latest version is), you can use Xcode 10.1 and you can then build and submit your app to the App Store.
Keep in mind that this setup may only be good for another year depending on when Apple requires apps to be built with Xcode 10.2 or later which will require macOS 10.14 or later which your 2011 MacBook Pro doesn't support.
It doesn't make sense that if you have an old computer you can't publish apps anymore.
Yes, it does make sense. Apple likes to have everyone keep current. They sell software and hardware. They want you buying up-to-date hardware and using up-to-date tools. They want you keeping your apps up-to-date to take advantage of new features. This benefits the end user which should be your primary focus.

Cordova and Xcode compatibility on old Apple Hardware

I'm currently developing a mobile app using Cordova on Windows and Android, and I'd like to test it on Apple devices. I purchased a refurbished 2011 MacBook and an iPhone 6s cheaply in order to do this, but I'm running into frustrating compatibility issues regarding XCode. The MacBook can support OS X up to El Capitan, which can support XCode 9.1, but the iPhone, which has automatically upgraded to iOS 13.3, needs a newer version of XCode to compile to it, it seems. I can't find a way to downgrade the phone to an older version of iOS (apparently the current version cannot be jailbreak-ed) and as a result I can't write apps to the phone.
Anyone have any suggestions? I'm aware of device-emulation services like Browser Stack, but I'd like to find a solution that uses the technology I've already bought before I pay for a new service.

Minimum Versions of Xcode and MacOS Needed to Submit Apps in November 2018

I have called apple developer support, been to the Genius bar, looked at the Apple Developer guide and searched online but am still having trouble getting a definitive answer to what are the minimum requirements for submitting an App to the App store in November 2018.
Apple wants you to use Mojave as the OS and Xcode 10. With a somewhat resource constrained computer from 2014, however, I'm reluctant to go all in. My understanding is that you need at least 10.13.6 (High Sierra) to use Xcode 10. I did upgrade to High Sierra at the genius bar but for some reason, they gave me 10.13.1 which I don't think works for XCode 10.
If I go with some flavor of 9, does anyone know what the minimum build of 9, ie 9.3 or 9.5 to upload is, and if so, the minimum, version of High Sierra that works with it.
Yet another wrinkle is there are issues with Xcode 9 and IOS 12.1 on the new iphone XS. Even if you add the device files for IOS 12, XS uses an architecture called arm64E that is not included in older versions of Xcode including possibly 9. Xcode suggests there may be a way to change this in the build settings but I could not figure out how.
A higher level CSR at Apple pointed me to where this appears in Itunes Connect. In November 2018, the minimum version for uploading to the App Store is Xcode 9 which works with High Sierra Sierra 10.12.4 and above.
Interestingly, you can upload to the App Store with XCode 6 but the project must have been built in XCode 9. You can also use Application Loader 3 and above.

IOS App developed using Xcode 4.6 can be comptaible with recent Iphone versions

I have owned a MacBook (13 Inch) with OSX 10.7 (Lion version), and I found that the latest Xcode version comptabile with this computer is 4.6, which allow to create applications using IOS6 SDK.
Can I develop applications using IOS6 SDK and same time be able to run them on latest Apple Iphone devices and publish those apps on AppStore?

I think the answer is yes. The big requirement is that your apps be 64 bit. The app store no longer supports 32 bit apps.
If you build apps on an older version of Xcode you won't be able to install/debug those apps from Xcode onto devices running newer OS versions, but you should be able to build an IPA and install it through iTunes.

What is the minimum version of Xcode I can use for submission to app store (as of 2015 October)

I have an app on the appstore currently that is built using Xcode 6.2 with a deployment target of iOS 8. The recent release Xcode 7, however only works on OSX 10.10
Can I submit updates to the app store(on 2015 October) by building on an earlier version of Xcode (6.2 in my case) because I am unable to update OSX to 10.10? Does Apple release documentation about this when it releases a new Xcode version? The only thing I found was this

which says that I should aim to build with the latest version of Xcode but does not mention if the app would be rejected/approved if built with a lower version.

You can go ahead with your update, Apple will not reject the App.
Make sure you keep Deployment Target as iOS 8 or less.
Risk is your App may get crashed on User devices with iOS 9 as its not been tested and compiled with iOS 9/Xcode 7.

Distribute App with previous version of XCode

Given that iOS9 & XCode7 are officially released, is it possible to submit an app for Apple review using a previous version of XCode (eg. XCode 6.1)?
If the answer is affirmative, will the app submitted through XCode 6.1 be able to be downloaded by iOS9 device (provided that the deployment target set to 5.1.1)?

Apple hasn't asked developers to refrain from submitting apps from old versions of Xcode yet. So, you will be able to submit you app from Xcode 6.1. And it will run in iOS 9 devices. But, it's not the ideal way to handle the app submission. There could be some bugs when the app is run in iOS 9 devices. It is advisable to verify the app in the latest Xcode version and submit from there.
At the moment App Store Team requires that to publish your application must be compliant with iOS8 and 64bit architecture (so Xcode6.x better last Xcode 6.4). The deadline for iOS9 would be probably February for new app and July for updates.
