I am working on migrating our on premise TFS system to VSTS but I am getting a rather generic error that does not give me much to go on. I did not find anything related in the troubleshooting guide

Some details:
The data source is a SQL Server instance hosted in Azure since one table in the collection is larger than recommended for doing a DACPAC import.
This a DryRun import
I am using AAD credentials to create the account on our corporate tenant.
I manually created a test VSTS account to make sure it was not a permission issue.
Update
I re-ran the prepare process but opted out of including Release Management and Package Management. Since we are on TFS 2017 Update 3 these are in 'Preview' and TFSMigrator asks to include them or not. I was able to successfully perform an import to VSTS with that configuration. We do use Release Management extensively so I need to get that working. My current theory is that our Networking and Security teams did not give all the VSTS IP addresses needed access to the SQL VM.
Note: Our networking team has verified that the documented IP addresses are not blocked in our firewall.

I am using TFS 2018 update2, I have been given Project collection administrator level access for a project collection. But when I connect using VS2017 and create a Team project, I am getting TF218027 error. Please, let me know what the solution for this is.
The error message is very clearly, your account need to gain appropriate permission.
You need to set permissions on SQL Server Reporting separately from TFS itself.
TFS, Reporting Services and SharePoint all have independent permissions. The group "Project Collection Administrators" is internal to TFS and thus only gives access to the TFS functions, not the functions it uses on other servers.
The recommended approach is to create groups in AD (eg. "TFS Collection X Admins") in AD; and then use that group to give permissions in each of TFS, SharePoint and Reporting Services.

Another way just as jessehouwing suggested in comment, you do not have to create with Report set, if your team actually no need the report feature, you could also disable the report settings, how to check the report configuration, please take a look at this link.
My SharePoint web sites not able to connect to TFS web parts like: Completed builds etc. The error is similar to Link
TF400324: Team Foundation services are not available from server https://MyServer/tfs. Technical information (for administrator): The underlying connection was closed: An unexpected error occurred on a send.
I believe the reason is same, that is TLS 1.0 disabling causing this too. But not able to figure out, how SharePoint is connected to TFS and which server i should put in the registry.
I have tried adding the .Net framework registry in the SharePoint server, that did not solve the issue.
Go to TFS Administration Console and check the connection of SharePoint Web Application, to see whether the connection is still working.
Try to go to the TFS AT machine and access SharePoint site to see whether you have the same issue.

I have two users say user Ad and user Us, Ad has admin rights and is the account used to install and configure TFS 2015, user Us is an admin which has all permissions needed for an administrator.
Now when I tried to create a new project from Visual Studio 2015 the get the below error:

Interestingly, my Ad account does not have SYSDBA permission on the databases when i get the error. But if i provide the SYSDBA permission to the Ad account the project creation utility works.
I want to know how is this possible? and is there a way to create a new project in TFS 2015 without having the SYSDBA permission?

If you just create a new project, usually you only need to be the memeber of the Project Collection Administrators Group and have the Create new projects permission set to Allow.
However, if you have SQL Server Analysis Services and SQL Server Reporting Services been configured for the deployment or a SharePoint Web application been configured for your deployment, you also need to become a member of Team Foundation Content Managers group and get Full Control permissions on the server that hosts SharePoint Products.
Has SQL Server Analysis Services and SQL Server Reporting Services been configured for the deployment?
If so, ask your administrator to add you as a member of the Team
Foundation Content Managers group on the server that hosts SQL Server
Reporting Services. Without these permissions, you’ll be unable to
create a team project.

Permissions for TFS Team project creation:
1. Add the user to TFS Admin console users or to Project collection Admin group
2. If sharepoint is available, Add user to sharepoint Farm admin and also site collection administrators
3. If Reporting is configured, Give user Team Foundation Content Manager role.
Still if team project creation fails then Depending on the error check if user is added to TfsReports Folder security and then in to specific collection level folder security.
4. If error is related to Datasources then check if user is available at both reportDS and OlapreportDS security.
If you can give the exact error message base on that recommendations can be made. The above information is the basic requirement.
I have previously Install the TFS 2013 pre-lease,create team project everything was working fine util the license expired,giving me only one option that is to uninstall and reinstall.
I Now install new instance of tfs 2013,I created a report server do all the configuration,tested the url and it works fine.But when i try to configure the TFS In a stadard single server mode. i keep getting error when its configuring the report. Am new to this Technology but i did not face such issues during my first installation.The report server and the tfs are both on the same server.But the database am using is on a name instance.
here is the error i keep getting:

The following database already exists, but cannot be used as part of this installation of Team Foundation Server: Tfs_Configuration. The database is hosted on the following server: URANUS\dev. We have a problem with our current TFS installation. For some reason, which I won't get into, the Sharepoint DBs (sts_content, sts_config) got corrupted. So now, none of our team-project sites work, we have no access to our documents and can't create new team projects. We can still work with the version control, though.
We wanted to "play" with the server and try to fix it, without affecting the users. So we duplicated the server to a virtual one. We now continued and changed all of the relevant configuration to point to the new server, as explained in the MSDN article.
The step of rebuilding the warehouse (with setupwarehouse) failed. Also, we can't access the VersionControl web service (ourserver:8080/VersionControl/v1.0/repository.asmx). We are seeing errors in the EventLog:
TF53002: Unable to obtain registration data for application Build.
TF53005: Unable to retrieve the Team Foundation Server installed UI culture.
TF53002: Unable to obtain registration data for application VersionControl.
TF30040: The database is not correctly configured. Contact your Team Foundation Server administrator.
The solutions suggested in this blog post did not assist. So now we're kind of stuck.
Any assistance will be appreciated.
This is a really old question, but what I would suggest doing is installing a fresh copy of Team Foundation Server 2010, then in the configuration wizard, select 'Upgrade' and choose your existing TFS2005 databases. This will allow you to get a working server up and running, without SharePoint and the Cube/Warehouse configured. You can then tackle each of those problems separately via the TFS Administration Console.
