I am running JIRA(7.2) on my server. Is it possible create a new Fix Version within a project, via JIRA REST API? I googled a bit and tried it myself, but got an error (403).
Use this Endpoint to create your Version in JIRA: https://docs.atlassian.com/software/jira/docs/api/REST/7.2.0/#api/2/version-createVersion
Error 403 indicates, that the user which is issueing the REST call, may not have the appropriate permission to create a new version.

I have a form. And I want to make the page resilient to network lashes.
Outages.
So if you press submit but you have no network, it should be cached somewhere and sent later.
How can I do that? Can Service Work help me with it?
You can deffer failed requests using service workers, yes.
I recommend to use Workbox and more specificly the BackgroundSync Plugin to deffer failed requests when the network is back.
To do this, you may be familiar with the new fetch API

I am developing my own identity system for my ASP.Net 5 application, and I am currently looking for an efficient way to store my predefined error codes and their corresponding descriptions. Does anyone have any suggestions to my issue?

They allow you to store the name of the error code, the error code and a description. Then use Properties.Resources to access them.

I'm very new to rails and have very little experience with programming in general. I was given the project of creating a simple rails app that is able to check a users Instagram when given their User ID and Password. My question in general is how do I approach this? Where do I start and essentially how do I do this?
Well, you should never ask for the user's password for an external service (no sane user will give it to you). Instead use omniauth (omniauth-instagram, specifically) to get an access_token and then simply use the Instagram ruby gem (https://github.com/Instagram/instagram-ruby-gem) to get their timeline.

what is the correct https link to get JSON data for all the projects at once?
the current link to our dashboard is like this:

Would like to get all of the projects then use another https call to get all the issues for all the projects. Then after that of course look at assignees etc etc. Looking to collect this data to put into an iOS app for R&D purposes.
I am coming at this blind but I have no idea if I also need someone to set up permissions to do this or something. Never used this API before so just doing some discovery here.

I want to get coins values from www.worldcoinindex.com. Can anyone know how to get the json data from worldcoinindex via api.
According to the forum linked from the site, there is no API. You'll have to scrape for now.
