Build a net core project on TFS 2017 - tfs

I have a solution with 30 odd projects in it that I am trying to build with the TFS2017 build process. Currently I am hitting some speed bumps.
The projects were created in the RTM version of VS2017 and are building with msbuild on the dev machine completely fine. I have also transferred the project between machines only running dotnet restore to get all the dependencies working.
The only change to the projects that is not 'stock' is that I am targeting both NET46 and NETCORE using the <TargetFrameworks /> parameter in the csproj.
Below are the steps I have taken to set up TFS in order to build the projects. Steps 4, 5 and 6 are attempts at getting it working to no avail.
The error that I am constantly provided with is that TFS can't find the dotnet executable, as you will be able to see in the log outputs at the bottom.
Install TFS 2017 - this was an upgrade from 2015
Install VS 2017 on the build server making sure that all frameworks and compilers were installed.
Launch VS as the build server account, and create and build a new net core project as suggested here (https://stackoverflow.com/a/38173701/2302383)
Set up the build described here (https://www.visualstudio.com/en-us/docs/build/apps/aspnet/ci/build-aspnet-core).
Clone an existing build that works on 4.5.2 and add the dotnet restore command.
Use the Net Core preview build template to create a build.

The agent scan's the PATH and other environment-related configuration on startup so you'll need to restart the agent service for environment-related changes to take effect. The more complete approach is to just reboot the machine which will allow all system-wide changes made by installing/updating components to take effect.

Build issue when using package restore in Team Foundation Service

I'm trying Microsoft Team Foundation Service ( the Cloud TFS ) and using automated hosted build and package restore.
It always fails, but according to log it seems that the package restore works fine but it's a problem when locating the binaries we got through the package restore, it's like it doesn't look into the right folder.

I'm thinking there is a possibility that the NuGet.targets file might be incorrectly set for hosted build. In the RestoreCommand part there is this -o modifier that some have reported is out of place.

So I have managed to solve this myself. There must have been something wrong with one of my NuGet packages ( Caliburn.Micro 1.3.1 ) because when I updated that package the problem disappeared. I'm guessing there was something incorrect in the way that package looked for it's own assemblies but could not be sure because I'm not an expert on how NuGet packages work.
If someone has a similar problem I recommend looking at your packages, updating them and/or contact their developers asking if there could be a problem for automatic building.

Sublime Text 2 - build can't find something on my path?

In powershell
coffee -c w:\myapp\myscript.coffee
runs just fine leading me to think it's the coffee file from npm that the build system cannot find. Yet notice the npm directory IS on my path and coffee.cmd is absolutely in that directory

my best guess is that the error is due to that linux path prefixed to sublime's path variable but I have no idea where that is coming from it is not in my path variable outside of sublime.
The solution was to use the command name with extension - sublime was unable to infer it.

Refreshing MonoDevelop add-in repositories giving "Could not get information from repository - 404"

I just installed MonoDevelop, but I cannot refresh the add-in repositories (see picture)
