Can I use MS graph webhook subscription to work with OneNote notebook changes ?

No. Currently, you wont be able to use Microsoft Graph webhooks to subscribe for the OneNote Notebook Notification.
Currently OneNote Webhooks only support Microsoft Account (O365 use cases are not supported for OneNote webhooks).

After your application is set up on OneNote side to receive notification. You will receive notification from OneNote on using either Graph OneNote Api endpoint or OneNote Api endpoint.

What I am attempting to do is make a verification website for my Discord server that prompts you to do a captcha, after that redirects you to a Discord application oauth2 page then after you connect my bot inside the server will automatically give you a role "Verified".
I just wanted to know if it was possible and if so how?

Yes, it is possible.
You should use express or http as a backend, and when the user joins, DM them a URL to the captcha. You could link the username to the URL, and once they complete the captcha, you should redirect them to the oauth2 page. Once those 2 requirements are complete, make the bot assign them a role.

I was wondering if somebody could explain to me the benefits and drawbacks of using Client IDs vs. using a Google Service Account if I want to integrate Google Calendar API into my app.
This video did not explain the benefits/drawbacks very clearly:

I also read this post. What's the difference between api key, client id and service account?
It says that if I use Client IDs, then the user would be granting the app access to some of his/her Google Account's info.
However, I would like more concrete examples of what I would be able to do/accomplish or not do/accomplish as a developer using Client IDs vs using Google Service Account. In the context of integrating Google Calendar API.

I want to be a able to use the API from an IDE.
Using the api from an IDE really doesn't matter. Even if you have an installed application that is not hosted on a website you still need to enter this information. Users of your application still need to find the website of your company or application, and the information containing your privacy policy. Just point it to the home page for your application on your companies website and make sure to put up a privacy policy page as well there are several projects around that show format of GDPR compliant privacy policy.
The form in question is used for Oauth2 credentials. When the user grants consent to your application they need to be able to find some required information about your application.
Application homepage: Link to the home page for your application,
Application privacy policy link: Link to the privacy policy for your application.
gsuite
If you are a gusite user you can set your project to internal only meaning that only users on your gsuite domain will be using it making verification a bit easier.
However i dont think that it matters you will still need to put something into these fiels.

Can i save login credentials or other key value in pay-pal.i want only one time pay-pal login in my application.
If you want to achieve this than you have two way:
Use REST Paypal API : Save username and password of user in secure place and use appropriate API to make payment.
Use Paypal-iOS-SDK (You should use this) : If you are going to use this option than you have good news that Paypal iOS SDK 2 is launched (which is used by UBER) which provide this feature under future payments option.
