An easier way to install it on Windows systems as a service is to use .exe installer.
Before you run Jenkins in command prompt, make sure you run the command prompt with administrators right.
Next you run jenkins after set to jenkins directory using:
java -jar jenkins.war
Then try to install as windows service again
How did you install? Remove it and start fresh.
Download Jenkins (2.3.1) - Current Version - Jenkins
After Download open the Command Prompt, change directory to where you Downloaded Jenkins
In the command prompt type: java -jar jenkins.war to run jenkins on a local server, you will see it display in console a password
Navigate to http://localhost:8080/
When Jenkins is opened it will ask you to enter the password from the console. Enter it and create a user ID
After you created an account you can add your plugins and go from there.

When adding a new Item or saving an existing Item's Configuration the following Error appears. The Jenkins System runs as a Service on a Windows 2019 VM. The Version of the installed Jenkins is 2.222.3.
There is no difference which kind of Project Type I use ( Freestyle, Pipeline, etc. ).

Solution
It was a Network Issue. Needed to reconnect the VPN Connection between the Client and the Jenkins VM. Not sure why some Network Tasks work, like accessing Jenkins and others don't.

I am new to jenkins so may be I am missing out something. Can anyone please help me out in performing correct steps to configure my project. I have added correct cvsroot, password and other required fields but not sure what am I doing wrong
I have found a solution to this. Jenkins CVS plug-in version 2.14 is not stable so I downgraded to version 2.13 and now I am able to checkout CVS code in Jenkins. CVS plug-in versions can be found here - https://updates.jenkins.io/download/plugins/cvs/
Go to Manage Jenkins -> Manage Plugins -> Advanced -> Upload plug-in(.hpi file) and restart Jenkins for effect to take place.
Restart command : Suppose if your Jenkins url is http://localhost:8080 , then restart using this url- http://localhost:8080/restart

I'm trying to configure the GitHub server in Jenkins Configure settings tab to set up webhooks. I chose my credentials from the drop-down menu (secret text using a GitHub Personal Access token) but when I click on Test connection I always get "Failed to validate the account".

Trying to ping api.github.com through the command line works without problem. I can't understand what's causing this issue.
Did you try to create the credentials under global jenkins configuration, and the credentials are for the github request builder plugin.
Turned out to be a network issue after all, I updated the DNS servers in
/etc/resolvconf/resolv.conf.d/base
then ran
sudo resolvconf -u
to regenerate the resolv.conf and now everything works as intended.
I try to learn how to configure Jenkins (in the Docker container) to build Docker Images based on a Dockerfile.

Thank you for following the Katacoda scenario. It sounds like the Docker Daemon is not listening on a HTTPS port. The docker-machine command will return the IP address of the Docker VM, but by default, the daemon does not listen on a HTTPS port and only via Unix Sockets.
As you're on the same machine, you could try using something like unix:///var/run/docker.sock or /var/run/docker.sock instead of a IP/Port.
If you want to use IP/Port, you need to modify the Docker Daemon settings, with boot2docker this is done via https://github.com/docker/machine/issues/3859

I tried using the credentials menu to avoid putting the token directly, I tried to put "slack.com" in "Base URL" field, I tried to check or uncheck the "Is Bot User ?" field, and I tried to put "http://mysuperteam.slack.com" in "Base URL" field.
Is my configuration correct ? What could prevent Jenkins to connect to Slack ?

Finally, the issue was a temporary bug. Our configuration was valid, and re-testing a few days later seems to work well.
We filled Team Subdomain and Integration Token inputs with information found in our Slack apps management page. In addition, we set the name of the Channel were Jenkins will push notifications:

I had the same issue and found out that I had to create an incoming webhook on the slack interface (https://slack.com/apps/A0F7XDUAZ-incoming-webhooks)
But still I cant get it working...
edit: I may have misinterpreted the installation instruction at https://github.com/jenkinsci/slack-plugin, anyway it's not up to date
I am running Jenkins in windows environment as a service. Our Jenkins is behind the firewall and corprate proxy, so i was getting "407 - Proxy Auth Required" Error. Resolved this issue by starting the Jenkins service using my domain ID.
