I want to store the data of my rails application on a blockchain technology where data is decentralised. any quick tutorials or reference articles from where I can learn how to do so?
I want to store JSON data inside blockchain and I want to use any external service.
And any reliable blockchain as a service people like heroku for rails to get started?

For traditional monolithic MVC applications, Rails is great! But it's a bit harder to operate smaller services into it's rather bulky design. Sinatra is great for smaller HTTP based services but I'm curious, is there a Rails like framework (having generators and other helpers) for service orientated architectures?
Brandon Hilkert has been doing some posts about this topic. You can check them out here. There are also some books available on Amazon like this one. StichFix also created a gem to somewhat assist in this.

What is the best and commonly used datasource for an iOS Application?
I am a .NET developer and want to use mssql server for database. Any suggestion on that? webservices, xml providers, etc...
The CoreData Framework, which is the iOS DeFacto DataStore utilises SQLite. Lot's of support and tutorials on it online.
Just about every mobile app that deals with databases uses SQLite. There are many tutorials on it.

I'm trying to check domain name availability from my Rails app. Is there a good (free) API to do this with?
There's a whois client for Ruby on Github that seems to be updated regularly:

The API doesn't look bad, either.
You can do this (and many other operations) using dnsimple
But it's not free, it starts at $3/month with a 30 days free trial.

I am looking for a reliable source of an as complete as possible ISO4217 table. Either as web service or via some REST API; preferably as XML.
I need to maintain a list of currency codes for a program of mine, and a weekly check to a reliable source would be most welcome.
The one and only real, official source is the ISO (Int'l Standards Organization) itself - see here:

Unfortunately, they don't typically provide online / webservice based access to their standards...

Can anyone possibly suggest a good book which steps through the development of such a driver written in C? I'm looking for a book which is good for beginners. If there is an online resource on how to do this which explains the process from ground up it would be greatly appreciated.
For NDIS, the best way to start is to look at the Microsoft-provided sample drivers: http://msdn.microsoft.com/en-us/library/ff568374(v=VS.85).aspx
