I'm looking to upgrade our internal source control from the archaic TFS 2008 on prem, to the nice shiny VSTS (was Visual Studio Online) however it really doesn't simple a simple process. I tried using OpsHub but it looks like TFS 2010 is the earliest supported there.
I'd be happy just manually copying code but I don't know of a way to maintain branch relationships once those branches have been put in to VSTS.
Can anyone point me in the right direction for how to upgrade/move my code?
I'd be happy with an answer that explains how to maintain relationships when copying branches from one version to the other

The recommend way for now is using Migrate to Visual Studio Team Service, a way import your TFS Database into Visual Studio Team Services which definitely along with data.
However, currently only the following versions of TFS are supported for import with this tool:
TFS 2017 Update 3
TFS 2018
You may have to upgrade your TFS server to use. Alternative, the Microsoft official option is using public API-based tools.
Personally, even though Team Foundation Server Integration Tools has been deprecated. You could still use this solution in your case.
Besides, if you have no work item customization, then OpsHub is an
option. VSTS Sync Migration Tools is another way. But none offer a full fidelity migrations. Each tool has its own limitations.

I'm learning on the fly here with no training whatsoever! I'm a system administrator who is responsible for supporting the developers. They use Visual Studio, TFS, Plastic SCM and TeamCity amongst other tools.
My task was to get TFS 2015 and SQL Server 2014 installed on a new VM. This I have done but my biggest task now is setting up TFS which seems complicated.
For your information, The developers use TFS 2012 as a Kanban board.
Can anyone point me in the right direction to documentation that simply explains how to copy a project from one collection to another? I'm reluctant to move the project to the new version of TFS without testing the current project.

You cannot copy a single project, there is the TFS integration platform, but it sucks and doesn't officially support TFS 2015
I would say your best bet is to follow the following steps.
In TFS 2012, detach the collection using the TFS Admin Console.
Backup the collection database in SQL server
Copy the backup to the new SQL server
Restore the Database
In the TFS Admin Console in TFS 2015, attach the collection
Wait for TFS to update the Database Schema.
You should now have the full team project collection available in the new server.
We need to synchronize several projects hosted on Visual Studio Team Services with our on-promise TFS 2015 Update 2. The ultimate goal of TFS is to have CI/CD happening within company for all external projects. However, we don't want to interrupt developers for whom using VSTS will be better choice then TFS.
However, I can't find any solution for TFS to use VSTS as a repository, though TFS can use Git. Maybe, I should look differently on this case. Does anyone know any possible solution?

I suspect that setting this up is going to be tricky or it's going to cost you.
The free OpsHub migration utility isn't going to help you in this scenario so you're looking at a commercial product like :
TaskTop Sync or OpsHub Integration Manager
but I haven't used them in this scenario so can't comment on either.
TFS Integration tools would probably do the job but you've got some work to do to get them working and it's not pretty. I have them setup at the minute to sync Work Items from TFS 2015 to VSTS for testing purposes and it works okay. My blog on setting them up with VSTS/2015 is here
Would you not consider doing your CI/CD directly from VSTS rather than an on-premise TFS? You could still have the build/release agent running on-prem and you could lock down permissions for your external devs so you control all the build and releases and any other projects.
Git would be a simpler way of merging code between VSTS and TFS2015 but that assumes you are using Git on your 2015 projects and I believe it would be manual process for someone to do this (someone may be able to comment on a way to make this work)
I'm planning a move from Jira to Team Foundation Server (TFS) 2015 and I can't find a good method of migrating the data between the two systems.

My company recently moved from Jira to TFS. I ended up writing my own utility to do the migration.

The project will compile and run under Visual Studio 2015. It offers various mapping abilities via a GUI that should allow you (if needed) tailor your import.

For now, no documentation mentions how to migrate from Jira to TFS, but there are some plugins to have two-way sync between TFS and Jira, you can take a look at them:

We are attempting to migrate from one Visual Studio Online account to another Visual Studio Online account. This is different from an on-premise TFS to Visual Studio Online migration. Most articles explain a migration using the on-premise to VSO approach, only.

For TFS to VSO, we found a solution by using OpsHub Visual Studio Online Migration Utility.
We also tried to use the same tool to point to another Visual Studio Online account as a source, but it fails stating that we can only point to a TFS instance.
Can this be done via scripting? If so, how? If there is a tool available, that would be great also. This should be a one time migration.

We need code only, including changesets, no work items. The project is using TFVC.

For others that stumble across this thread, I have found this - the Visual Studio Team Services Sync & Migration Engine an open source project that appears to do TFS-TFS, TFS-VSTS, VSTS-TFS and VSTS-VSTS migration. It is an open source project initiated with the same purpose as the TFS Integration Platform, but to address some of the complexities (and the fact that it is now deprecated).
