I am building an application for a client with In-app-purchases. I am wondering if the client needs to create with own developers account so that he can be paid from Apple. Or is it something it can be arranged through our Apple developers program.

Your client must create a developer account for him and eventually add you as a member of its team by deciding which role you will have.

We are new to this federated Apple ID. We have a Apple subscription application in App store and we have problem with users who use federated Apple IDs. Other normal users use our application without problem. We did more research and understood that this federated Apple ID's used under an organization where they will share the application within themselves (Under a network). We had a hard time to find a solution for this.
What is the workaround to make a federated Apple ID account to do a successful purchase? We are searching for a solution almost a week now. Advance Thanks.

When an organisation uses federation with Apple Business Manager then the resulting Apple IDs are managed Apple IDs. They are unable to make purchases.
A user with a managed Apple ID can log in to the App Store in their device with a personal Apple ID. This is the id that will be billed for in app purchases.
If it is appropriate for the business organisation to pay for the subscription then you may want to consider creating a custom version that does not use IAP. The organisation can distribute this custom version via Apple Business Manager and their MDM and pay you directly.
Am developing applications for my customers I want to publish multiple apps for multi customer but I want to share all apps under my account with single certificate or customers accounts but i want to use single certificate for it, in future I need to update all apps with same time. I don't know how its possible. Please give some ideas. Apple store.
You have to used the cerificate for the app which is confugird in an Apple developer account.
You can create a single (dev. or production) certificate from an apple developer account. And using that ceritificate you can create provisioning profiles to distribute or debug the app.
As per my understading of your problem, You will have different client account for different apps. So you can not merge things into one. As apple developer account are separate to each other. you can not club into one. So the app publish from a account can be manage from that account only.
What you can do is if the client is signed up as an organisation then you can invite yourself as a developer into that apple developer account. In that way you can have the access to your client's account.
I need to renew my iOS Distribution certificate for my mobile app and want to hire a freelancer to do it for me.

You don't have to give the hired developers a full access to your Apple Developer Account to allow them to develop an app for you and/or renew any kind of certificates in your account. Just ask the developer's email and add it in Users and Access section by assigning a proper role on the Apple Developer Website. In your case, you can assign the role of either App Manager or Developer to a hired freelancer, it depends on how much access you want to give them. You can read more about possible roles in here

Yes!! Client needs to create their own Apple Developer Account for current and future applications.
They needs to have paid account to publish App on store. Meanwhile either they can add you as developer or share the original credentials with your so you can sign the application with development and distribution certificates for Notification and publish.
It's a one time JOB, but trust me best option for You and your Client as well.

There are three ways you can go about release an app for client:
Release the app on your account and have a written agreement between yourself and the client to forward profits from the app to the client.
Ask them to give your Apple ID access to their account so you can upload it to their account (they shouldn't really give you their credentials for security reasons.
Upload the app to your account and once its gone through the review process you can then transfer ownership of the app from your account to theirs. (Documentation here)
The company I work for owns an iOS Apple Developer account and I'm responsible for managing this account (I'm the Agent). We have hired a 3rd party company to build and release an iPhone app for us.
We would like to give them access to our developer account to publish the app, but was wondering what level of access the would require.
Obviously, I don't want to give them login credentials to our appleID, and I don't want them to have any visibility to financial and legal info on our developer account.
I took a look at the information here but still can't decide if they should be "Admin" or "User".
