Can't generate a migration on existing project - ruby-on-rails

I have forked an existing rails project and have run the following:
bundle install
rake db:setup
rails server
The application is up and running, however when I have to add a migration as follows:
rails generate migration CreateCategories
I get the following error:

That is, it says that I have to create an application first. Isn't it possible to generate a migration in an existing project?
Note: I get this only when I'm modifying an existing project, when I create a new project it works fine.

I am on ubuntu 16.04, database is mysql. What kind of problem can it be?
I used this guide to install Rails https://gorails.com/setup/ubuntu/16.04
Create a rails project with the command: rails new my_app_name.
Change directory into the folder: cd my_app_name.
Run whatever other commands you like, e.g. rails server.

You may be calling "rails server" not from the directory in which your Rails app resides. Makes sure you "cd" to the correct directory before calling "rails server".

I can't open a server with rails 5.0.0.1

I'm trying to learn Ruby on Rails, in some other questions I read sometimes it's a problem with the Webrick server.
I think this time it has to do with the directory path. I am learning with an online course, so I think I need to stay with Webrick, if possible! My Rails version is 5.0.0.1
When I try to open a new server, using the command rails server this message appears:

How can I fix it?
You need to change directory into the path of your application and then start the server.
If you haven't created an app yet, you need to do that first using rails new nameofapp
To change directory do this by running cd path/path/app and change the path to the correct path, and the app to the correct app name.
Then run rails server or rails s to start the server and go to http://localhost:3000 in your browser

As you can see s command does not exist and rails g scaffold doesn't work as well, it gives same output.
More info:
I have installed rails and ruby and devkit correctly with no errors.
I typed
rails new testproject
and it worked fine, the testproject was created successfully.
I just can't type rails s.
After you run rails new appname, you need to cd appname before you can run server, console, etc. From your app root, you'll see a bin/rails, which is loaded when you're in your app directory and sets up all the app-specific commands via Rails::Commands. To avoid the opposite problem you're having, it also cleverly disallows creating a Rails app inside your Rails app.

Rails not recognizing Rails directory

I cloned a Rails 4.2.0 application (github.com/hackcentral/hackcentral), and I went to run 'rails server', but I got the default not-in-Rails-application error message (outputted below). Any suggestions?

I just cloned that repo and experienced the same problem. It looks like they didn't push their bin directory which is why the rails command isn't working as you expect. To fix, just cd into the directory and run the following
rake rails:update:bin
This will create the bin directory along with the relevant files. Cheers!
