When I try running the following command

I am getting the following error. I tried to install libv8, but was not successful then. Can someone please help me out here.

I am new to ruby and therefore I am pretty confused what should be done here.
You can't install therubyracer on Windows, see this post.
Since therubyracer is only one of the javascript runtimes compatible with ExecJS, you may try anothers, say node.js for example.
As long as you're developing Ruby on Rails applications, sooner or later you will have to switch to Unix or Linux, so why not now?

When installing therubyracer 0.12.2 with native extensions, I get the error:

I know that there isnt a clamav.h file in the folder for gems in RailsInstaller but it updates from rubygems.org so I cannot change it.
On ubuntu you can install libclamav-dev with following command:

I was able to successfully install the libv8 gem on Mountain Lion on a freshly installed ree-1.8.7. I believe the issue you're seeing stems from the GCC version being used.
As is now described in the osx-gcc-installer's README you should switch from Kenneth Reitz's LLVM-version of GCC to the GCC 4.2 that is available via Homebrew or Macports.

So I'm attempting to get ruby-debug19 gem installed on an ubuntu box. I'm aware that two of the dependencies are linecache19 and ruby-debug-19, and that the versions up on rubygems are not yet compatibly with the latest release of ruby.
I've found this gist https://gist.github.com/1333785 which describes what I need to do, and I've got this working on my local computer with RVM. However, on this box I've compiled ruby from source and am not using RVM.
I've attempted to install the gems like so
gem install linecache19-0.5.13.gem ruby-debug-base19-0.11.26.gem -- --with-ruby-include=/usr/local/bin/ruby-1.9.3-p125/include
But that fails with the error below. I've noticed that the include directory in RVM is much different than the one in my linux box as well...
