Is it possible to tell PhpStorm to watch a file and if the file is changed (like compiling from scss to css) PhpStorm will automatically upload the compiled css file to the remote server?

Yes. This is done from the "Deployment" section in Phpstorm > Settings (see the screenshot). Take a look at the instructions here: Deploying PHP Applications with PhpStorm.
It involves:
Configuring a deployment server (see 1.1 - 1.3)
Uploading a file to the server (see 3).
Once the server is set up, you can Upload files manually:
Tools > Deployment > Upload to Default Server
Or automatically:
Tools > Deployment > Automatic Upload
I prefer using the manual upload option (with a hotkey) to have more control.
In the screenshot, my deployment server is a local XAMPP htdocs folder on my mac. Your configuration will be different, but it's the same concept.

I have downloaded the sample app [ITHitWebDAVServerLibJava.tar.gz] trying to understand how this IT Hit Webdav work.
I started the demo app with Tomcat 8, running on JDK 1.8. From the tomcat console / log, it seems everything just fine, however when I access the main page, it doesn't list out the sample folders & files as how it suppose to (referring to the online demo).

I downloaded the sample app and unzip it, without changing the folder structure of it. I have just edited the WEB-INF\web.xml so that it point to the correct trial license file. Please advise if I have missed out some configuration? Should I move out certain files from the WEB-INF folder? Is there any step by step setup guide this demo?

Also, I have downloaded the trial version of AJAX library as well [ITHitWebDAVAJAXLibraryTrial.tar.gz], please advise how should I put this library into the main sample app? As in I should put this library files under which folder of the main sample app?

The default HTML page supplied with IT Hit WebDAV Server Library for Java sample servers use IT Hit WebDAV Ajax Library to list and browse WebDAV server content as well as to open documents for editing.
You can install IT Hit WebDAV Ajax Library from NPM using NPM command-line tool.
Install the Node.js, it installs NPM command-line tool.
Navigate to '\sample_folder\WEB-INF\wwwroot\' folder.
Execute:
npm install webdav.client
This will download IT Hit WebDAV Ajax Library library into the wwwroot folder.
I am trying to deploy a .NET-MVC-application to Azure via Github, but deployment fails with the following error message. What could be the reason for that? It works locally.

This is a current open issue with WebCompiler project. The Azure file system is locked down in ways that your local environment are not. Even though the file exists at the path on the server, the deployment script cannot read it.
In scanning the comments on the Issue (https://github.com/madskristensen/WebCompiler/issues/146), there doesn't seem to be a solution at this time except to pre-compile your CSS and include it in your repository.
In the end I dealt with it the following way:
Install package LessMsbuildTasks
Remove the file (in my case theme.less) from webcompile (right click on that file: Web Compiler - Remove file)
Add Dotless as build action for that file (right click on that file: Properties - Build action)
Commit changes and push
The next two steps are optional:
Put compilerconfig.json on .gitignore
Add that file to Web compiler again (right click on that file: Web Compiler - Compile file)
That way I can still use the constant compiling to develop and push it to my repository to initiate CI on Azure.
I'm trying to download LockBox3 so I can encrypt some files. I tried through Sourceforge and ran into all sorts of compiling difficulty such as the ANSI problem in the String Utility, $ENDIF rather than $IFEND, and others. I then went to the http://lockbox.seanbdurkin.id.au/Grok+TurboPower+LockBox link and I see lists of files but I don't see how to ultimately make a package that I can use in the application.
I'm not interested in modifying any source - I'm just hoping to use the utility/component as-is to encrypt/decrypt file such as in the codec examples.

I'm new in JAVA\Grails\Groovy. Just began to create simple apps.
I've got a task to create grails app that:
1) shows a list of source zip files on a remote server, that is available by FTP and SSH
2) shows a list of destination remote servers with predefined target folders, that are available only by SSH
3) after choosing source zip and dest server it copies zip to target server\folder and unzippes. Progress bar must be shown.
4) performs some additional commands, such as ls or something like that
All configurations must by either in config files or in the database.
No information should be hardcoded in app.
Please help me to choose approach, plugin or framework.

I've used JSch a lot for SCP file transfer and remote exec using SSH and works very well. You could use it directly like you would in a Java app, by adding a dependency for the jar in BuildConfig.groovy

but the most trivial Google search I could manage that included "Grails" and "SSH" tells me that there's this plugin which looks great, and this plugin which also looks great, and this blog post which looks great, and also this plugin which uses a different library but also looks great.
Those options cover the ssh and scp/sftp parts, and you can use the JDK support for Zip files, e.g. java.util.zip.ZipFile and the other related classes in that package, to unzip the files. The rest is pretty straightforward, but if you need more help ask more questions (one question per question).
Highcharts (Highcharts), just released an update to their offering with a bundled export server. This is to enable you to generate charts serverside and include them automatically in emails/pdfs/etc.

I'm running XAMPP on Mountain Lion. I have successfully built the war package and opened the demo page.
I am now preparing a war for the production environment (centOS 6). The production site is running the Yii framework.
What I do not understand, the variables that need to be configured:
app.properties = weburl
dev.properties = weburl
prod.properties = weburl
In a MVC framework environment (such as yii) what should these url's be?
2.After the war is created, the github tutorial says to upload this file. But, what other files are required? The entire exporting-server directory? If so, where on the server should these files be placed? Is the file location the url path that should be referenced in the weburl variables?
Greater clarification on how to setup/deploy the export server would be much appreciated.
The created .war file should be uploaded to an Java application server, such as Tomcat, Jboss, TC-server, Glassfish, etc.
It's not suitable to run in a PHP environment.
