Can I create the iPhone application using Adobe Flash now?
Can't find information about it.

Adobe AIR should work. FlashDevelop is your programming IDE.

I want to create app for my website,I heard that IOS app development time is less than Android thats why I want to create android app.But I have not Mac,I want to learn swift and create IOS app.Is it possible on windows?(I heard that if I use virtual box to use mac it will be illegal thats why I think they will not allow me to put my app to appstore,is not it)?
App development time is not necessarily faster for iOS than it is on Android. It all depends on what kind of app you're building, your skill level, and many other factors.
Developing iOS apps on Windows is possible but not recommended unless you really know what you're doing. I'd suggest you try building an Android app, or look into one of the many cross-platform options, like PhoneGap or Xamarin.

I want to develop ios apps but I don't have Mac system, I heard that we can develop without using Mac. Is that true? If so please tell me how to do that as I want to become iOS developer
In fact is required a MacOS to develop for iOS (Objective-C or Swift).
Three possible alternatives:
1- Develop using Xamarin (Programming in C#, but it converts to iOS and Android).
2- Develop with Titanium (Programming in JavaScript, also converts to iOS and Android)
3- Make a Hackintosh on your PC to run MacOS (You must have a MacOS license but Apple doesn't give any support in this case.
But as hint of a developer I would say that the best alternative is to develop with a Mac. You can find old machines on the market to start, even older machines perform very well.

Absolutely not! (Unless we are talking about a jailbroken app.)
Apple has a very strict sandboxing approach for third party apps. To access the system, you have to use the provided iOS APIs and none of them offers this kind of control.

I don't know if this is the correct forum to post this on but I'll just do it. I want to make IOS apps on windows. I know that I could install a VM but my processor is not compatible with OSX. This is a pretty simple question that may have a complex answer. Thanks in advance.
No, Apple don't make this very easy at all. They actually want you to buy a Mac.
The development software they use for iOS development doesn't run on non-Mac boxes. You may be able to get it running technically (such as on a Hackintosh) but you'll be violating the OSX licence agreement.
I would like to know, Is there way to support Flash based programming app for iOS? It can be native, hybrid or web app. I like to know, is there any possibility to develop Flash based app for iOS devices? I have seen the forums and saying everywhere it is not possible, so just want to confirm before starting any development.
