Everyplay currently supports iOS and Android, other platforms are not at this point supported.

Delphi does not support Windows Phone. The only mobile platforms supported are iOS and Android on ARM.

No you cannot do this legally but you can test your app on any platform by uploading your app on app.io and just run it anywhere.
NO, You need Apple Device (iMac, Macbook, Mac Mini) to develop iOS Applications and iPhone/iPad for Testing on devices. Apple provides Xcode it's Integrated Development Environment Tool only for the MAC. Please use Apple Devices, register for Developer program and use their resources. click on https://developer.apple.com for all the info.
Have you heard about the virtual box..?, It may fulfill your need. It will run the windows macintosh (hackintosh) on it. You can develop apps there and see your apps on simulator too. The main task is to download a working macintosh set up in a virtual box. You can get many tutorials for it on google. If you need any help, please revert to me, Thanks :)
Does trigger.io support blackberry? If no, are there any plans to support it.

iOS 4+ (both iPhone and iPad)
Android 2.0+
Windows Phone*
I don't know whether they plan to support BlackBerry, as there is no such thing as a public roadmap.

You will need a mac to develop for iOS devices. Here is a quote from the Apple website with the specifics:
To develop with iOS SDK and participate in the iOS Developer Program you must have an Intel-based Mac running Mac OS X Snow Leopard. Refer to the iOS SDK Read Me document for full details on system requirements. You must be registered as an Apple Developer in order to access the iOS SDK and iOS SDK Read Me document.
