This isn't directly an issue with ServiceStack. The issue actually stems from old licensing restrictions on Mono by Microsoft.
MVC3 + Mono 2.10 / Mono 3+
Yes the instructions for copying the files from your windows deployment into your web app's bin directory is the Mono prescribed work around, as noted here in the Mono release notes given that you are targeting MVC3.
Running Razor, MVC3 and WebPages
To get this stack running, you will need to copy Microsoft's MVC3 libraries into your bin directory:
System.Web.Mvc.dll
System.Web.Razor.dll
System.Web.WebPages.Deployment.dll
System.Web.WebPages.dll
MVC4 + Mono 3+
If you are targeting MVC4 then Mono 3.X now includes ASP.NET WebStack.
To clarify:
If you target MVC3 always copy the dlls (even if you are on Mono 3+).
If you target MVC4 you don't need to copy dlls they are bundled with Mono 3+.

I have created a asp.net mvc core app targeting the .net framework (not the multi platform core) as I want to include standard .net framework libraries and running cross platform is irrelevant to me as I will be hosting in Azure.

I am trying to get a VSTS build working with this project (which is part of a larger solution) but when building I get the following error:
Which seems to be a common error. What should my build definition look like to build these .csproj based projects? There seems to be a lot of information but no definitive answer. Hopefully that answer can be here and people can stop looking elsewhere for information on how to get a Continuous Integration build going.
On a side note at the solution level I find no packages folder containing my nuget packages, why is this? The project definitely contains nuget packages.
Your project is using the newest MSBuild based project files for .NET Core.
The extension is still .csproj, but the XML schema is different than the ordinary .csproj used in .NET46 (and previous versions).
You need appropriate tooling to build such .csproj file, for example:
Visual Studio 2017: install it on your private build agent; VSTS hosted build agent does not have VS2017 installed yet;
.NET Core SDK 1.0.0-preview4-004233 (or more recent): this SDK contains the command line tool 'dotnet' for MSBuild .NET Core based projects.
Note in your build log that the msbuild used is the one shipped with VS2015 (version 14.0) instead, that does not support such .csproj format file.
On the other hand, if you do not need multiplatform nor any other benefit of .NET Core, why are you using it? Just created an ordinary ASP.NET 4 web project targetting .NET 4.6.
At first, I built up a ASP.NET5/MVC6 project with .netcore in VS2015 community, everything was OK. With going deeper and deeper. I have to use session or tempdata, but after I add microsoft.netcore.session package, package restore will fail and all my existing package got NU1002 error said: NU1002 the dependency XXXX in project XXXX does not support framework DNX, version=v4.5.1. Like the picture.

But if I uninstall the session package, eveything is OK. What's wrong with this ? My sdk version in global.json is 1.0.0-rc1-update1 and I have removed DNX5.0 from project.json. Does anyone could help me?
According to your screenshot you are using DNX framework in your project, which should be the old version ASP.NET 5 project framework. After ASP.NET 5 upgrade to .NET Core, the framework is now called .NETCoreApp. And the SDK version now is 1.0.0-preview2-003121. The error message also means the dependency does not support framework DNX. I have installed the Microsoft.AspNetCore.Session package successful in my Visual Studio 2015 with latest .NET Core SDK version.
So I suggest you download the latest .NET Core SDK installer from below link and then create a new .NET Core application and then move your original project files to the new project and then install the session package.

I am working on a conversion of tfs 2013 build definition, we were initially using tfs 2008.I have a new server with TFS2013 installed and working on Build definition for 2013 xaml (workflow) customization is completed. However i am facing an error when my TFS build in release mode for Any Cpu configuration, but its fine when i use debug mode. I have tried looking many articles and unable to find any solution kindly help me here. This is fine in my local machine but happens only in the server.

3)TFS 2013 server is 64 bit, windows server 2008 r2

where as my local machine has many versions inside the windows folder in above path

You need to install the targeting packs (aka SDK, aka Developer pack) for the .NET Framework version you are targeting. You can download them all from http://blogs.msdn.com/b/dotnet/p/dotnet_sdks.aspx
Specifically for your question and targeting .NET Framework 4.0, you want Windows SDK for Windows 7 and .NET Framework 4 Sounds like you grabbed the Windows 8 SDK, which is not what you want for targeting .NET Framework 4.0.
This is not a very good answer (but in case someone comes across it like me), and does not provide insight into why it is occurring. But turning off "Generate the serialization assembly" on the offending project does allow for the build to work in my case.
Start up times will be slower, as serialization will occur at runtime instead now.
You simply need to see what framework you are using and then what debug mode you are using.
In my case i was using framework 4.0 and Build mode target framework "any cpu" but after searching around i found that i need to upgrade my .Net framework from 4.0 to 4.5 and i have to build my solution from "any cpu" to x86 framework because i had Windows 7 SPI with x86 architecture.
Here are some images what i have done to solve this error.
I encountered this error (albeit for a newer .NET framework version, v4.5.1, not v4.0 as in the original question) when trying to build my application on a build server.
The combination of the following two conditions was responsible for the error:
In Visual Studio, on the Project Properties page, on the Application tab, the "Target framework" was set to ".NET Framework 4.5.1";
On the build server, in folder C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework\.NETFramework, a folder named v4.5.1 was not present. (Other folders with version numbers, including v3.5, v4.0, and v4.5, were present.)
This missing folder was the cause of the "The reference assemblies for framework ... were not found" warning, which in turn lead to the "assembly with an incorrect format" error.
The fix was to install Windows Software Development Kit (SDK) for Windows 8.1 on the build server. In the install wizard, in the "Select the features you want to install" step, I unchecked all boxes except for the one for ".NET framework 4.5.1 Software Development Kit".
Running that install caused the missing v4.5.1 folder in the Reference Assemblies\Microsoft\Framework.NETFramework folder to be created, and the build to run successfully.
I am reluctant to answer because you say you have already done this, but every time I have struggled with the error message you quote, it has been the MsBuildPlatform setting. It absolutely has to be set to "X86". Are you sure the setting is being set..?
I was planning to upgrade my project from MVC 4 to MVC5. I followed this article: http://www.asp.net/mvc/tutorials/mvc-5/how-to-upgrade-an-aspnet-mvc-4-and-web-api-project-to-aspnet-mvc-5-and-web-api-2. I did all the steps successfully, but got errors that the 5.0 dll could not be loaded.
The article, however, has no mention of where to get the DLLs. So I started looking for the DLLs everywhere, my file system, online, Google, etc.
Then I created my own MVC5 test project and noticed that the MVC 5.1 DLLs got added from nuget.
So, is Microsoft only distributing MVC dlls from nuget?
Also, I can find the MVC4 dlls from the file system and MVC5.1 dlls from the nuget package, where are the MVC5.0 dlls?
If you want a specific version from NuGet, open the Package Manager Console and type:
Install-Package Microsoft.AspNet.Mvc -Version 5.0.1
Which is the latest in the 5.0 series.
I just recently installed the MVC beta.
However, I assumed because the versioning numbers have changed and because it now uses the GAC instead of the bin folder that it wouldn't break existing applications.
However, it has.
What steps do I need to follow to ensure my existing preview 3 applications use a bin copy of the .dlls and are not broken by the installation of the beta?
ASP.NET MVC beta is also bin-deployable, Move the following DLL's from GAC to the bin folder of your app

You'll need to force uninstall (gacutil /u /f System.Web.Mvc) the Beta DLL from the GAC, and then use bin deployment for all versions (including the beta).
