We've got a requirement in a couple of our systems to detect a user's country based on their IP address. We'd prefer to use a database rather than a Web Service (to prevent issues with downtime/network access to an externally hosted service) so I'm looking for recommendations, anyone got any good or bad stories of the various IP to Country databases?
What I've found from google:
Paid
Maxmind - $50, then $12 a month, site license
IP2Location - $50 a year, single server
software77 (Donationware)
Free
Maxmind Geolite
ip2nation
Any information on how the free ones compare to the paid ones would be good. Right now I'm leaning towards Maxmind's paid service since it includes automatic updates that we can run via script once a week.

Totally free, LGPL, not easily found in google: ip2c.org

We use Maxmind and it's very good, and pretty accurate. You can get scenarios where, say, a German company has offices in the US but is using a German IP range for internal purposes. So, they'll report as Germany while being based in the US. It won't be 100% reliable.

I need to write the backend for an event ticket selling system. Some companies would connect to the service in order to check for ticket availability in certain venues, book tickets and so on.
Reading about Erlang I though it could be a good choice since the system will have to support high concurrency, high availability but I don't know If it's a good choice for this problem domain.
Any help would be really appreciated. Thanks!
Erlang could be a good choice, yes, it sounds like something it would do a very good job.
But it's going to be hard for anyone here to be of much value for your decision, as you should also consider the knowledge level of the team, time & budget constraints, etc.
Ultimately, the best people to help you make this decision are the people in your team.
I suggest you take a look at OTP's finite state machines as I think it suits perfectly a ticket booking system.
I believe you can find a lot of examples either in the doc or on the web.

I want to test my ASP.Net MVC web application on Cloud server. Is their any cloud server that is free and support SQL Server 2008 DB?
I know this question is kind of a basic one. i am searching on internet and found only appharbor but i couldn't understand its deployment method.
Edit:
Updating too late but might help for searching people. After lots of searching I couldn't find free Cloud providers. I managed to get Azure account for testing from a person.
I can't vouch for them, but here's what I managed to dig up on Google:
Somee - free ASP.NET hosting, 15 MB MSSQL, 5 GB monthly traffic
ASPSpider - judging by the site.. not very professional?
You are far better off with Azure. All these free hosts are usually very bad. If you don't have your own credit card, perhaps you could ask a family member or a friend? If they are worried about their card security, it's far safer to give it to Microsoft than any of those other hosts.

The web site in question is www.eventid.net; my web based app will redirect the user to the site and send an event id in the url. The redirect will be: http://www.eventid.net/display.asp?eventid=1003&source=Microsoft-Windows-Security-Licensing-SLC
Do you think I can do this?
I have contacted the site owners with no reply.
It's a public website, of course you can.
It'd be a different matter if you were screen-scraping their results for your own application, but from your description that's not the case.
If you were operating a web site in Germany, and your site had a deep link to a Stackoverflow article, and that article contained copyrighted code from a German company (posted by an employee, for instance), that company could easily get you in trouble at any German court.
US courts have been much more lenient, so if you are doing business solely in the US, I would not worry too much, as long as you don't violate the Terms of Use here.
So, I think the answer "Of course, it is a public site" does not do justice to the potentially complicated legal issues that can arise when you take the question into an international context.
Some examples (only the big ones make it into English language news):

http://news.cnet.com/8301-1023_3-10064740-93.html
Read through their Terms of Use carefully. Make sure you avoid violating their trademark. If it's not clear that you are redirecting to an external site, you may want to make it clear so your users aren't confused.

I'm developing a cart that needs to calculate tax and am looking for a 3rd party tax service to handle the calculations.
I've used Avalara in another app, but it's somewhat miserable since I have to use the Rjb gem with their java library.
Does anyone have a recommendation for a tax service that works well with rails?
I don't know what capabilities for tax calculations are in the library, but ActiveMerchant is an awesome utility for E-Commerce applications. It is well documented and in active development.
Its variety of payment processors might provide you with the calculations you need.

We use StrikeIron in our applications.
To be honest, it's not the most awesome interface to interact with (unless you really love SOAP). You still have to handle all tax logic in your application, of course, but if you need tax rates broken down by state, county, and city, it should handle your needs fairly well.
This being said, I have yet to find a tax service That Just Ties into Rails™. I'm curious to see what others will have to say in regards to this.

There has been some talk of Website performance monitoring tools and services on stackoverflow, however, they seem fairly expensive for what they actually do. Are there any good opensource libraries for automating checking/monitoring the availability of a website?
If you just want to know if your server is serving out content or not, take a look at Montastic. I use it, and am pleased. Plus its free!
It will ping your site periodically, and if it doesn't get a 200 status, it lets you know.
Intelligent website monitoring by simulating a human user is done with Sahi + OMD.

I have always used Zabbix especially for critical web sites. It uses MySql for the database and it has a PHP frontend. Of course it is open source and it is very flexible. It uses servers to stick data in the database and agents collect the data and send it to the servers. It is very scalable with this respect. I cannot recommend this software enough. I have all kinds of monitoring going on, not just web servers.
Check out mon.itor.us as well.
