I am relatively new to iOS dev, and wanted to ask the community for guidance, links or hints on how apps that read files are made and from where to start( I want to practice this part but didnt find tutorials on it).

My question is how can i tell my application to for example go to this website search for a specefic link and download the content how should perform such thing in swift?
You could use Kanna to parse the website for the link you are looking for, then download the file using Alamofire. If you want another way to download a file, here's a relevant Stack Overflow link: How to download file in swift?

I am going to build rails app which contain CAD files i want to upload that files on Autodesk(http://www.autodesk.com/) and store their URN in DB.

How to build a multi-language app? I already build one app but it’s English, I want to make it multi-language, and show the language depends on system language.

It's actually quite easy. You basically have a text file for each language you are supporting. Apple's documentation steps you through how to do it:

Could you please point me to the documentation, where the meaning and format of all files inside iOS app source is explained? I'm trying to understand the architecture of iOS applications, behind the UI of Xcode.
Change the extension on the app from ".ipa" to ".zip". Then double-clock to unzip. Examine the unzipped folder's contents.

I'm developing a BlackBerry version of an iPhone application which requires PDF file viewer. I've googled but find no proper solution. Can anyone suggest me any way to do it?

There is no pluggable PDF renderer. Users may view PDF files via installed Docs To Go trial software. But there is no tool/API for developers to view PDF files.
