I have thinked about if this is possible.
My competitors running Google ads on their website. I wish that I run Google Adwords and get my advertising shown there (the competitors shows 728x90 google ads banners). Is this possible? - should I just run keywords on their site is in the meta keywords?

Adwords has an option called "Managed Placements". You can add your competitor's URL there. Please note that he may block ads linking to your website in his Adsense account.

Google is recommending PWA feature for fast and reliable website, but google itself is not using PWA features for their product as you can see google.com or youtube.com. Why?
I do not think storing video streams on a user's device might be a good idea, especially considering the size of the videos.
For both Google.com and youtube I do not see a PWA would be the right choice.
I wrote an article - first of a series about PWAs - describing the characteristics and main purposes of Progressive Web Apps. Maybe it might give you some further insights about this technology.

It seems that youTube after all is getting into PWA after all, as stated here.

I created an website. For a week I had an under-construction-page, google did find that paged and indexed it. My question is: How did google find my site, while there were no links to this site and the name has never been used before?
Your domain name went in a domain name server. Google probably found it there.
There are so many websites that automatically gather Whois information of domain names with complete information about them. If you are pretty sure that you have never shown your domain to Google, i guess these websites did this.
You browser (Chrome) or your browser's plugin might have sent an anonimous report of your browsing statistics to Google - you did open your site in a browser right?
You weren't using a robots.txt file blocking Google.

I am trying to manage a set of documents with Google Sheets.
I tried service like Evernote but I prefer displaying those document in a table form.
If the documents are Google docs, you can attach the internet address of the Google doc in the sheet.
what do you mean by attach? I mean, what behavior do you expect?
Anyway, the only way I think is to upload this document, if it's not already an online document, you want to attach to somewhere online accessible, e.g. your Google Docs, and place the document link on a cell.

Recently I'm working with google adwords api to get a report using php. Since not familiar with this, I've no idea about how to generate test accounts. Anyone helps?
You can build and test your application using the AdWords API Sandbox. The Sandbox allows you to build against a test account without modifying your data or incurring API charges.
