Apparently you haven't deployed the System.Web.Providers assembly in your bin folder. Make sure it is marked with Copy Local=true?
I think you should set Copy Local=true and ensure to use same version of .net framework.
In the Package Manager Console, I installed new packages as below and all was good in the world once again.
Install-Package Microsoft.AspNet.ProvidersInstall-Package Microsoft.AspNet.Providers.Core
For me, I had upgraded the version of Web Providers with NuGet and this broke my app. I had to go into web.config and manually update all assembly references in the provider sections to 2.0.0.0 instead of 1.0.0.0 since the new version of the System.Web.Providers assembly was 2.0.0.0.

My web site is written by ASP.NET MVC 3 and hosted on IIS 7.5 for CORS problem I need to add custom headers.

There is a problem with the resource you are looking for, and it cannot be displayed.
I since there already exists a <system.webServer> tag in my web config I tried to add the content to the existing tag and adding it separately but neither is working.

I found the solution,
In IIS I removed the X-Powered-By header and everything is fine now.
use the below tag under custom header section of your config file
<remove name="X-Powered-By" />
Also unable to use things like Html.ActionLink(). I've tried replacing my web.config's with clean ones from new projects, running the solution through the upgrade tool, added references to various versions of System.Web.WebPages.Razor.. I can't get this to work.
Here's the hard part -- I don't know what changed. I've not changed anything in either of these two files. I've recently installed Win 8.1 in a VM and installed VS2013 in it, and started using that to develop -- that seems to be about when this project got screwed up. I'm not entirely sure what could've caused it.

Visual Studio 2013 does not support MVC3. When I upgraded my OS (Win7 - Win8.1) and IDE (VS2012 to VS2013) I lost the ability to work on my existing project.
I ended up "upgrading" my project to use MVC4 as here. I did the "quick" way with making a new project, copying over my models, scripts, views, controllers, deleting some of the existing scaffolding, and fixing my data context. Easy-peasy.
For me worked to update razor version in "configSections" section of web.config (the one in Views folder), from 1.0.0 to 2.0.0 (upgrade was from MVC 3 to MVC 4).

The session state provider is configured in your web.config using the sessionState element. For SQL server you set the mode to SQLServer and configure a connection string. For Azure you could take a look at the following answer which covers different options.
I cannot figure this out. Elmah isn't logging exceptions that happen inside a Controller. For example, no email is generated for this:

But, if I navigate to a URL for which I have no Controller/Action, I will get an email from Elmah.
What gives? I really need emails when Exceptions happen...
Try using Elmah.Contrib.Mvc available on NuGet.
We use this package, and register their HandleErrorAttribute in our Global.asax, like so:

I had the exact same problem, and eventually solved it by using the source for debugging: Download Source
In my case, Thread.CurrentPrincipal was replaced by a CurrentPrincipal with Identity = null, which caused an Exception, since Elmah is using CurrentPrincipal.Identity.Name.
All exceptions inside Elmah itself are catched to prevent your program from crashing as a result of a logging exception, in which case the original Exception is also lost.
This is just an example of what went wrong in my case, any exception caused in Elmah itself will result in this behavior. Therefore the source should be used to debug. An alternative could be to look at the Trace, since Elmah is writing any catched exceptions to the Trace.
i am trying to get my Local machines IIS Server to validate me as a user in my mvc 3 site using the Razor Engine. i have my site and AppPools created and work properly if i have Anon auth enabled but the second i turn on windows authentication and disable anon authentication it keeps throwing a 401.2 error.

and the site has been setup with the bindings pointing to dev.local.mysite.com
Just in case anyone has this problem the solution to my problem came in the form
under regedit go to
/HKLM\SYSTEM\CurrentControlSet\Control\Lsa\MSV1_0
add a REG_MULTI_SZ value called
BackConnectionHostNames
and put the wanted URL into the Registry Entry
