Is there any way you can force Wi-Fi to stay active with lockscreen ?
I've noticed that the phone disconnects from the Wi-Fi network when it goes to the lockscreen,
but I need it to stay active..

I think that there is no way to change that (saving battery power).
The only thing you can do is to plug in your Windows Phone in order to keep your Wi-Fi active in lockscreen mode.
Maybe a future update could add an option to let the user chooses if he wants WiFi on or not when it goes to the lockscreen.

I am developing an application for an operator. They want to get the msisdn of the user by making an http call using cellular connection. Can this also be done while you are connected to wifi. Thanks.
No, as an developer you can not choose the connection used to make HTTP calls.
I've been developers an App for an operator for 3 years now and would also like this option, but Apple has not released any API for this.

Does it go against any sort of TOS with apple if you display ads in a free app, when that app requires an outside subscription service? Like netflix.
This isn't totally a programming questions, so if no one knows, or doesn't want to answer, is there a site or location I could go to in order to find out?
Apple has no restrictions against ads in free applications. There are several ad-supported apps which exist.
However, using location data of the user for advertising might lead to the app not being approved.

Once a push notification is sent to a device via APNS, what are normal time ranges that you can expect to see the notification arrive at the device? In my development setup I seem to be seeing timeframes of hours of delay, which sounds wrong (and may make it very difficult to do any kind of iterative development around receiving and dealing with notificaitons). But then again, I generally get Facebook and Email notifications long delayed also.
A couple of seconds, at the most, depending on the speed of the connection from you to the APNS server.

I have tested in app purchase for a long time.
For testing in app purchase I have use TEST USER that I have crated in iTunes Conect.
But now when I try to sign in with my TEST USER account I get this message (before this message not appear)
So, this means that I have to enter all info about myself (bank account and etc). But I think for test user this items not needed.

This often happens if you accidentally attempt to purchase real content with a test user. Try defining a new test user and deleting the old one.

Essentially is there any way to have an app run at all times in the background and sense other iOS devices around it running the same app?
you can have an app monitor your current location in the background. When you get location updates, you could talk to a web server that would tell you if other people are nearby.
You can't make apps that run as services on iOS though. There are only a handful of things they're allowed to do in the background like monitor location and play music.
