recently I'm developing a J2ME application using LWUIT library, my application size is 679 KB after obfusticating.
in some mobile devices and in non-specific events I get OutOfMemoryError error.
I want to know what this error is for and does it related to Memory of device or its a bug of my application, and what is the solution?

I have some ideas for new apps.
And I have one question. Can I get information about launched apps? I need only names of this apps. Is it real to make? And if it is realizable, will it will be accepted by appStore?
There is a way to achieve this. You'll need process names of apps, not their AppStore names.

I am developing an iPhone app and I need it to call a number that starts with *, is there a way to overcome Apple's restrictions (I know they prevent that)?
If Apple has explicitly restricted something then you can't just "overcome" it in the build in SDK. Usually the only way to get around Apple's security protocols is to develop an application strictly for Cydia.

I'm not really sure if the questions that ask for opinion are allowed here, but I'll give it a try, as it seems pretty logical to ask for advise when my own search didn't produce any desirable result.
I'm building a new application and it seems like doing a website mockup is a pretty good idea. I couldn't find any free software that does a decent job in that regard, so I would appreciate any pointers. Pencil project as a firefox plugin seemed like a good one, but it hangs on exporting created documents.
Any other ideas for a software that is used for application planning and mockups would be greatly appreciated.

Today I read abouts this on hacker news https://github.com/udibr/bitcoinApp which is an interesting app, and is a good resource to learn from.
