I'm running Mac OS X v 10.4.11 and I want to install Xcode to compile and run ruby on rails. When I go to apple site I must download latest version of Xcode which does not run on my version of OS X. Where can I download a version of XCode that i can install in my environment. Can anyone provide me with a link?

For those that may want to download Xcode for MacOS X 10.4 (Tiger), you may opt for a "side-channel" solution of downloading the disk image from other sites (e.g., like via torrent sites), since it is quite likely that Apple breaks any of the URLs given above at any point in time and/or puts it so buried down their site that it is virtually "unfindable".

As I am trying to breathe new life to an iBook G3 with Tiger (that works perfectly fine, also with Debian installed), I will use a version of Homebrew called Tigerbrew, which, of course, depends on Xcode being installed.
XCode is distributed with MacOs, somewhere in additional tools folder or something like that on installer dvd.
Xcode 2.5 is the newest version for mac OSX 10.4 (Tiger)

Meanwhile, i recommend You to try NetBeans (whether Ruby, or full version) http://www.netbeans.org/downloads/index.html. I was developing ruby on rails application for my company a year ago, and NetBeans proved to be the best solution for me.

So I have experience with programming already (Java, JS, Python), but I’m a complete newbie with Swift. I have a computer that runs Windows, but I would like to use SwiftUI and assume that I can’t without having macOS. I’ve heard of using Hackintosh to get around this OS problem, but is there anything else I could do? Thanks to whoever can help me with this.
Native way to create native iOS apps is done using XCode.app, which can only be run on MacOS.
Hackintosh is a solution to run MacOS on unsupported hardware. It is possible, but be prepared for many nights spent setting it up, unless you have perfectly compatible hardware.
Another way to consider is to run it in a virtual machine, see this StackOverflow question.
BEST solution: Considering that apple developer accounts is about $100 a year, it is not a huge overpay to buy a used MacMini for your development (if money is an issue).

I'm trying to use the functionality of libimobiledevice on my iPad to do stuff like change location (idevicesetlocation) and etc. I have no problems if I install the Developer Disk Image using XCode, but as a primarily PC user, I would like to be able to use my program solely from my own computer. After trying the command ideviceimagemounter IMAGE_FILE IMAGE_SIGNATURE_FILE and using the files from https://github.com/mspvirajpatel/Xcode_Developer_Disk_Images/releases for the two files, I get these messages:
Mounting...
Error: mount_image returned -3
I've tried this with multiple different file sources and two different iOS devices with the same result. Any help would be appreciated, and let me know if I can clarify my question in any way, I've never really posted on here before. Thanks!
You're probably using an old version of libimobiledevice. The libimobiledevice team from time to time updates the codebase to maintain compatibility with new versions of libimobiledevice.
If you're on Windows, you can try to use the binaries from the libimobiledevice-win32 project which I maintain. The latest release is available at https://github.com/libimobiledevice-win32/imobiledevice-net/releases/tag/v1.3.6.

You can install macOS on a virtual machine like virtual box or VMware.

Yeah unfortunately the only way to create iOS apps is through MacOS. You'll have to get your hands on a Mac.
I hav tried to work with a virtual machine on linux and it was not easy to set-up. Ultimately, an iSO development project can take hundreds of hours of coding time, and you will rely a lot on the stability of your system. So why starting from an inperfect arragment?
The cheap way to start is to buy an Apple mini. It's cheap and it will get you started. You can move to faster Mac later on when you are sure you are committed to finish the project.
What am I supposed to code in?
The short answer is "Mac OS." Some people build a "hackintosh" (A PC running Mac OS) and build their iOS apps on that, but that is a violation of Apple's copyrights and developer agreements.
You can also run Mac OS as a virtual OS, but with the same legal issues.
You can try Xamarin. Now belongs to Microsoft and I believe it’s part of Visual Studio. It should be able to export projects for both iOS and Android. But I haven’t used it myself, so I can’t confirm for sure.

I need to develop iOS apps on windows with coding(using any language), so please tell me how can i start ,what tools needed, what is the requirements for doing this job and what is the restrictions&problems exist in this issue?
iOS development is possible in OS X ONLY, there's no way to do it on Windows (using OS X virtual machine on Windows is technically not legal, but possible).
Even if you create app in PhoneGap/Cordova/Worklight (HTML+CSS+JS), you still need OS X's Xcode to compile it.
First install any virtual machine in your windows .Then you can install mac os . After that you can install xcode, an IDE for developing iOS apps.
Now you are ready to code using xcode, but you need to learn objective-c, only language available to build iOS app(but now there is new language introduced known as swift programming language). But I recommend start by learning objective-c.
Delphi XE6 is a quite smart solution for creating apps for iOS/Andriod/WP/Windows.
Pro:
Easy to learn. I wrote my first iOS game for kids with only 2 day work.
Quick to market. You can write code once and deploy to all platforms.
Con:
As a commercial product, its license fee is remarkable. Upgrade costs money as well.
You still need a Mac to compile code and to deploy.
From my experience, it is not worth it. I have tried a virtual machine on Windows, but it was slow and painful. Get a second hand mac and start learning. I suggest learning the new Swift language, you will be ahead of competition.
You'll need a Windows PC or laptop with any Intel Core "i"-series CPU (go to ark.intel.com and ensure your CPU has "Yes" in the fields Intel® VT-x with Extended Page Tables (EPT) and Intel® Virtualization Technology (VT-x)), and at least 6-8 GB RAM.
Install VMWare workstation, download e.g. "OS X Mavericks 10.9.1 Pre-Installed VMware Image", ensure the virtual machine has 4GB RAM and 2 cores, run the OSX, install xCode, go on with the development. Optionally, disable the paging.
I've been using VMware for a year for iOS development. Thanks to my fast SSD, it works faster then most Apple machines I saw.
I have a problem with the Adobe Dreamweaver CS5 version 11.
I am running Mac OS X Leopard.
One fine day I found out about Adobe Dreamweaver's quick (& dirty) automated back-end programming.
I defined a data source and it worked as advertised. I setup a lot of pages and it was all fuzzy and romantic.
Next day I found out that I can't define Record-sets any more. I even tried setting up new data sources but all I get is this message:
This error message is obviously a great help... but I still thought I would consult my friends at stackoverflow!!

I just found out I get the same message even when I am trying to connect to a mysql database on the localhost! (I have the latest MAMP installed on my Mac Pro)
