Xcode won't let me download the latest version 14 because it says I need to upgrade my macOS but I have an older mac and the highest upgrade Apple has told me it can go is Big Sur (which is where it's at right now). I have tried to download the older version of Xcode which supports it (Xcode 13.2.1) but then it won't even download because of storage space. The Xcode .xip file is 10gb and I have more than that in storage space. I really only need Xcode for the iOS Simulator. Is there a way I could get an iOS & Android Simulator on my computer?

I'm using Mac 10.15 with Xcode 12.4 and my IOS is 15. I dont want to update my catalina os at all. Could i just download the IOS 15 folder and install it to my xcode?
You don't need to update your Mac with Catalina OS. You simply add device support files for iOS 15 into Xcode.
download device support file from this link
I have the latest Xcode 11.1
iOS is updated to the latest release 13.2
I'm getting error:
Could not locate device support files.
This iPhone 6s is running iOS 13.2 (17B84), which may
not be supported by this version of Xcode. An updated
version of Xcode may be found on the
App Store or at developer.apple.com.
This happens to all iOS devices running 13.2
What I'm missing here?
That's easy.
Those files are contained in Xcode itself.
Thus, all you have to do to use devices with a newer iOS version - create junction folder (hard link) of those support files from new Xcode (in our case - the beta 11.2) to older Xcode (11.1).
And yes, before that you have to download beta Xcode 11.2.
Otherwise, you also can download only support files from the Internet, if someone already shared them and just toss 'em to Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
P.S. to create junction folder use this command in terminal:
ln -s /Applications/Xcode-beta.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/13.2 /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
It allows you to not to duplicate the same files across your Mac
P.S. Be aware! You have to launch newer Xcode (Beta) you downloaded at least one time to install updated Xcode Tools before you can use symlinks (hard links, junction folder) to Device Support files in older Xcode, otherwise you'll get an error and will not be able to build your app.
I've been reading about hacks to get it to work on the current version of Xcode. Honestly not interested in going down that path. Bottom line, Apple released iOS/iPadOS 13.2 but did not release Xcode 11.2 (still in beta). Gotta go to developer.apple.com and download the latest beta of Xcode 11.2 to run apps on both iOS and iPadOS 13.2 devices. Hopefully they release Xcode 11.2 soon. The last beta was from Oct 11.
This iPhone 8 (Model A1863, A1905, A1906, A1907) is running iOS 12.0 (16A5308e), which may not be supported by this version of Xcode. (Version 9.4.1 (9F2000))
can anyone help with iOS 12.x device support files from Xcode 10 beta?
iOS 12 is only supported by the beta of Xcode 10 or higher.
If you want to use your iPhone 8 with this iOS version (NOT RECOMMENDED) with your Xcode 9.4 you can try to download the last beta of Xcode 10 and after connecting the iPhone to the mac go to this folder:
/Applications/Xcode10.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
You can see the iOS version folder of the iPhone, copy and past it to the same location in your Xcode 9.4 folder.
After this you should be able to deploy to your iPhone 8.
As answered by #Kerberos you can copy the iOS 12 device support files to:
/Applications/Xcode10.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
👉 https://github.com/Yatko/iOS-device-support-files
The link provided by Yatko is not supporting the newest iOS 12 versions (public release).
This repository has more iOS versions to offer: https://github.com/iGhibli/iOS-DeviceSupport
Copy the files to the same path as described by Kerberos.
Another convenient way to achieve this without downloading Xcode 10.
https://github.com/sauravexodus/xcode-9-ios-12-support
Note: If you have multiple Xcode versions then be careful with the path written in install.sh file.
Just download latest OS SDK (iOS 12.2) and paste it on respective location.

Is it very convenient, saving the trouble of updating Xcode. what? You can't find a new Device Support file! Ok, you can copy it out from your friend's latest Xcode, or download from here
Update:
The added iOS Disk image for iOS 13.0, 12.3 and iOS 12.4
Using iOS8 and later devices with Xcode?
Well you have two options:
1)Straightforward, download Xcode 9 and you are good to go.
2) You need to put DeveloperDiskImage of iOS 11 in
/Applications/Xcode8.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
Put iOS 11 DiskImage
and you can find this diskImage in Xcode9 at same path in case you want to continue with XCode8
Path of iOS 11 Disk Image:
~/Applications/Xcode9.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/11.0
NOTE: Xcode 9.0 requires a Mac running macOS Sierra 10.12.4 or later.
Up to iOS 12.1 is available
You can download DeveloperDiskImage.dmg here or here
Steps:
1.Download Zip file and extract.
2.Click on "Finder" in MAC OS
3.Click on "Go to Folder"
4.Paste /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport . Otherwise go to Applications > Right Click on Xcode > Show Package Contents and follow the directories above.
5.Reboot Device + Xcode + Mac
One of the reasons why software no longer installs, such as you can't install Sierra or Xcode 9 has more to do with Apple making your computer obsolete.
Here is a recent (2016 Addition to machines no longer supported by Apple), and there are so surprises there.
I have a perfectly running iMac Early 2008, and 2 years ago it was placed on the obsolete list. I can no longer update certain programs, such as install Sierra or Xcode 9.2.
There are some very disgruntled people who purchased MacBooks and Apple made them obsolete without even introducing an upgraded machine to replace it.
Now, if I want to have my Apps run on the new iOS 11 OS, I need to replace a perfectly good and working machine. That is not right.
You can't run ios 11 on Xcode 8.2
You need Xcode 9 beta
https://developer.apple.com/download/
Xcode 9 beta requires a Mac running macOS 10.12.4 or later. Xcode 9
beta includes SDKs for iOS 11, watchOS 4, macOS 10.13, and tvOS 11
.
I just upgrade my Xcode to 4.2 because I upgraded my MacOS to Lion.
In this version of Xcode. only includes SDK 4.3, I can set the Deploy Target to 4.0 or other lower version, but different from old Xcode, I can't launched Simulators for lower SDKs.
I also tried download & install lower SDKs from old Xcode package, but seems it doesn't works.
So, in this situation, how I can publish app to support lower SDK devices?
THX~
Try opening XCode preferences, go to Downloads, and install the various debugging support options that are present.
