It is because you are applying rounded corner and shadow both to a single view.
You should apply the rounded corner to the first view, and shadow to another view which is the superview of the first view.
For example, If cellBackGroundView is the subView of cell. then You should apply the rounded corner to cellBackGroundView and the shadow to cell(Which is the superView of cellBackGroundView).

For making the shadow as per you requirement change the others parameters.
Doc for layer.mask states:
"The layer’s alpha channel determines how much of the layer’s content and background shows through. Fully or partially opaque pixels allow the underlying content to show through, but fully transparent pixels block that content. The default value of this property is nil. When configuring a mask, remember to set the size and position of the mask layer to ensure it is aligned properly with the layer it masks."
So, I added
mask.frame = self.bounds.offsetBy(dx: -6.0, dy: -6.0)
Works correctly (need to adapt offset values).

I'm trying to create a button with rounded corners and a drop shadow. No matter how I switch up, the button will not display correctly. Note that UIButton is unfortunately quite different from UIView in iOS.
Due to a strange behavior in iOS, you must set the background color (which of course must be clear in this case) in initialization, not in layout. You could just set it clear in storyboard (but you usually click it to be some solid color simply so you can see it when working in storyboard.)
