Yesterday was 13th, probably well known virus caused crash of internet connection and Windows 10 functions. I could not use keyboard and mouse either to restart or to repair Windows10 with advanced options. With installation USB program started but with bugs and no internet connections was available since no hardware devices found.
The freeware tool cFosICS manages Windows Internet Connection Sharing. It comes with additional commands to fix the Windows 10 bug which may stop Internet Connection Sharing from working after a reboot.

I checked status on cmd with configip/all and got answer IP routing is disabled. So I went to device manager I looked in help how to connect to internet. In Microsoft Management Console/Contents/Get Connected/ there is Connecting to the Internet procedure.
I used Get-NetAdapter. t-NetAdapter: Cannot connect to CIM server error. The service can not be started, either because it is disabled or because another software installation is in progress. Same with Test-Configuration command. The error means: „Cannot connect the computer to the server because of restart pending.
The simple is to use Microsoft Virtual Agent which will with your problem question and it will guide it through steps needed to solve problem. It also recommednds cmd commands as referred above. In my case I had to update Windows10 with formed USB key.

The OpenVpn application needs an additional adapter to can work well. The Tap-Win32 virtual ethernet adapter will be installed during the application installation or can be added later.
Something went wrong, because I have tried everything, also running as administrator, troubleshooting, enable/disable, reinstall, but always will be going this to a failed status.
But without this adapter the connection will be failed too.
What can to do then?
It seems that the problem is solved by downloading the newest standalone Tap driver from OpenVpn repository.
I have some delphi applications with connection to Firebird database by FireDAC technology. It works fine, but after Windows 10 update 1803, cannot connect to database when I call application stored in network path (example: \comp1\share\myapp.exe or Q:\myapp.exe, Q: is mapped server path). Error status is 335544721 with illegal parameter.
The same build of application stored on local path works fine. Can anybody help Me?
I've got the same problem!! The reason is the Firebird version 1.5.x (maybe 2.5 too?). Windows Update 1803 blocks the communication between client and server. The only solution is to migrate to Firebird 3.0.x (or to uninstall the update - not a really good option).
I had the same problem with my delphi application I developed a couple years ago, after an update to windows 10 in one of my machines it suddenly drops the connection to the firebird server (2.50 in superserver mode) installed on a windows 7 host, while my other hosts (win xp, win 2003, win 7 and 8.1) connects normally, when I ping or telnet to the server adresse from win10 (telnet 192.168.1.X 3050) the connection establishes, I have tried everything like enabling Smbv1 and disabling v2 and v3, run it under a VM (win 7) machine inside win10 I was surprised to not being able to connect too, then I realised that it wasn't a network hardware configuration problem, but for unexplained reasons WINDOWS DEFENDER, I just disabled it and then my app was able to connect.
And don't rely on firebird's returned error messages they don't discribe the real issue, and can mislead you.
I forgot to mention that I did enabled some services before disabling win defender, wich were disabled after windows update 1803:

SSDP Discovery set to automatic.
UPnP Device Host set to automatic.
My setup:

HD: 500GB
etc. non relevant.
Issue:
I noticed the issue when my printer stopped working after a normal restart. At that point I tried to uninstall and reinstall the printer driver. The install failed.
At that point I also realized all my remote desktop connections were also failing, with not being able to find the remote host.
Here is the error I was seeing when install for the printer was failing:
can't start printer spooler service not enough resources are available to start the service
Manually trying to start the spooler service and checking in the event Viewer of windows showed that it was failing on:
Failed to schedule Software Protection service for re-start at 2014-09-13T08:09:30Z. Error Code: 0x80040154.
Further trying to restart the protection service revealed that it was failing on:
Task Scheduler service has encountered RPC initialization error in "RpcServerUseProtseq:ncacn_ip_tcp". Additional Data: Error Value: 1721.
In either case my computer had become somewhat useless as I couldn't install anything and my printer and remote desktop was broken too.
Reporting the problem just in case if someone has a similar issues.

For me what worked was just to starting the prompt in adminstrator mode, running:
netsh winsock reset
and restarting my machine.
Not exactly certain of what actually fixed the issue.
While loading any new project in Visual Studio 2012 and connecting with Xamarin Build host provider, it gives error "Connection to Xamarin.iOS Build Host failed. Double click here to attempt to reconnect/select a server"
Followed below mentioned steps but none worked.
Tried to unpair and pair again from VS 2012 and MAC Build host provider
HKEY_CURRENT_USER\Software\Xamarin\MonoTouchVS\KnownServers remove this key from Registry but I was not able to find this registry
HKEY_CURRENT_USER\Software\Xamarin\MonoTouchVS\MonoTouchBuildServerAddress remove this registry key but didn't help.
Someone suggested to disable proxy by following below steps.
I had the some problem, all was configured well but got the same error. The solution for me, was to disable the proxy! on the windows machine

Solution to my question above I found is: Network connection and constant PING to my MAC PC was broken and thats what causing the problem to connect to Visual Studio.
This works for my machine but not sure about yours.
Go to Xamarin Studio on your Mac, update Xamarin.
Reboot your Mac (just to be absolutely sure)
Startup the iOS Build Host on Mac.
Go to VS on your PC, when VS is trying to connect to the Build Host, make sure the IP address is correct (i.e. your Mac/build host machine IP).
If the IP Address is incorrect (which is my case), try manual connect by entering your Build Host IP Address and try to connect again.

I am facing problem with my delphi application connecting to firebird database on Port 45000:
If I try to connect as Localhost/45000:C:\DBNAME.fdb its giving below error
Can't format message 13:98 -- message file C:\firebird.msg not found. Unable to complete network request to host "localhost". Failed to establish a connection. An attempt was made to access a socket in a way forbidden by its access permissions.
I don't understand what is this error tried changing port cheked free ports using netstat command no use.
Any help will be highly appreciated

Re-installing Firebird helped.

It was Windows One Care firewall service which was blocking all the ports in the vista system.
I could not find it because it was visible only in the services and not anywhere else.
Read the entire Configuring Firebird. Create an alias of your database.
