I wrote a ruby script that finds a solution to the Bays29 travelling salesman problem. The bays29 data set is found here:
http://elib.zib.de/pub/mp-testdata/tsp/tsplib/tsp/bays29.tsp
Now say my solution is in an array that says go to city 1, then 4, then 9 etc..
I want to show this visually being solved somehow. For e.g. I would like to have it in a browser showing all the cities connected together and then the solution gets highlighted after it is generated.
How can I go about doing this?
What kind of gems should I use?

You could write a small Rails app with the algorithm in a model and some javascript (with either OpenLayers or Leaflet) for map visualization.
The traveling salesman is a hard problem, so it might take a while to calculate a result. You could use AJAX or Server Side Events to update the map when the server has found a better soluton.

For testing, I needed to generate a list of data values randomly and put them into the models for further use. But I found out that there is no library, which could produce such functionality.
The elegant solution I expected to find had to combine such simple things as:
the variety of data;
the variety of methods to reach this data;
the possibility to change the default data set to the custom one.
Since I hadn't found the accurate solution, I decided to create my own library (ref. https://github.com/codeitua/ios-data-factory).
There were implemented all necessary methods for data generation (including random names, cities, addresses, dates etc) and data retrieve. And moreover, it has "swifty" interface, which provides comfortable use in every project.
I hope, it will be helpful for everyone, who faced the same problem as me!

I want to make a golf GPS app for my local golf course. I want it to show from tee box to green and have distances to front middle and back of green and also to hazards such as water and sand traps. I want to make it so it only show images of each hole similar to the sonocaddie app. I am unsure how to start to build this app and I am hoping someone here has made one before and lead me on the right path. I have been searching for a long tin but I cannot find any information. If you have any information for me please help. Thank you.
The base of this app would be the map, the problem I see here is to combine your live geo-localization with a custom view/map.
I found something that might be helpful.
As the answer suggets, MapBox would be a good option to start with.

Google Translate. Bing Translate. You can add a widget. You can select "Spanish" and the page will translate to Spanish.
I do not want to user to have to select "Spanish". I want the page to load in Spanish automatically. Never mind why I want these things. They are necessary parameters.
You could start by looking at navigator.UserLanguage in javascript. It's not entirely foolproof, but it's a good starting point, and provided the users aren't messing with what the navigator object actually pulls (fairly easy to fake) it should give you a reasonably good start.....you don't really have what language(s) you're using on your page tagged, so it's sorta hard to provide specific help.

I just finish reading delphi-skinning-libraries and sptbxtoolbar-skin-change but this is not what I wanted. I'm interested in how to apply a skin on a form, just like the classic WinAmp windows :)
Any aricle or code or ideea is welcomed.
I just found Windows XP Theme Manager, i'm at work now, so i'll study it at home (I hope this is wahat I need)
Actually the former question (with a nudge at VCLSkin) is exactly what you need -- don't get suggested too much by the fact that all the examples look like MSWindows -- the skinning behind them allows for any image-based GUI.
The only alternative is ditching the Forms altogether and building your skin from ground up using WinAPI. An example can be seen on flipcode (C++, but WinAPI's the same).

I was wondering what would be the best strategy to implement a badges system using asp.net mvc. The one that stackoverflow has is pretty interesting. What do you suggest?
I guess I need to clarify the question a bit. The problem would be the different criteria for earning every badges. How do make that logic extensible?
I'd do it purely in T-SQL, and set up a SQL job that runs periodically (Jeff did it using C#, and has a goofy system where it runs the process based on a page request).
Basicly, in your SQL Job, scan your member tables and calculate if anyone is qualified for a badge, if so, update the badge table(s).
Then in the front end, do a query to retrieve new badges for a member on each request.
