Not all collection level administration is exposed in the web experience. For all administration operations at the collection level please use the Administration Console on your Team Foundation Server.
I have given full permissions to all the available groups and users but still not getting the option to create projects so can some one help me
You're running TFS 2015 RTM. Creating team projects via the web was only an option added in TFS 2015 Update 2.
Unless you upgrade to TFS 2015 Update 2 or later, you'll have to use Visual Studio 2015 Update 2 to create new team projects.

As described in About VSTS and TFS, Scope and scale data, the
long term direction for VSTS is to support grouping of accounts within
organizations. This would lead to:
VSTS accounts that serve as the equivalent of TFS project collections and VSTS organizations that serve as the equivalent of
TFS deployments.
This is why the TFS Database Import Service only supports importing single TFS collections as single VSTS accounts.
If you need to migrate individual team projects you will need to use
one of the other options—manual copy or public API based
migrations.

It's very clear why you could not use TFS Database Import Service to migrate at team project-level directly.
You can also have a try for VSTS Sync Migration Tools,it allows you to bulk edit and migrate data between Team Projects on both Microsoft Team Foundation Server (TFS) and Visual Studio Team Services (VSTS). Note this without history. How to please refer: TFS 2017 Migration To VSTS with VSTS Sync Migrator
If you insist on keeping all history, the only way is using TFS Database Import Service, you may take the workaround as Daniel suggested.
HELP!!
I'm learning on the fly here with no training whatsoever! I'm a system administrator who is responsible for supporting the developers. They use Visual Studio, TFS, Plastic SCM and TeamCity amongst other tools.
My task was to get TFS 2015 and SQL Server 2014 installed on a new VM. This I have done but my biggest task now is setting up TFS which seems complicated.
For your information, The developers use TFS 2012 as a Kanban board.
Can anyone point me in the right direction to documentation that simply explains how to copy a project from one collection to another? I'm reluctant to move the project to the new version of TFS without testing the current project.

You cannot copy a single project, there is the TFS integration platform, but it sucks and doesn't officially support TFS 2015
I would say your best bet is to follow the following steps.
In TFS 2012, detach the collection using the TFS Admin Console.
Backup the collection database in SQL server
Copy the backup to the new SQL server
Restore the Database
In the TFS Admin Console in TFS 2015, attach the collection
Wait for TFS to update the Database Schema.
You should now have the full team project collection available in the new server.
Is it possible in TFS 2015 on-premise to modify a collections process templates? According to the article here, there should be a "process" tab on the web interface, collection administration page. This document is for 2015 but is a little old. Should this feature be available for 2015 on-premise upgrade 2? Am I missing a permission?

Just as the article mentioned, the settings are with VS Team Service. Team projects and processes (Team Services) And there is no “process” tab on the web interface for TFS2015.

We recently moved our on-premise TFS server to a new server and we are able to access our projects on the new server.
However, I am unable to see the option to add a new project, only to browse to existing projects:
I have checked my permissions and my permissions include:
Team Foundation Administrator
Project Collection Administrator
This should give me enough rights to add a new project. I'm sure I am missing something, but I cannot see what it is.
In Visual Studio Team Services (formerly Visual Studio Online) you can create your projects from the web interface.
But in TFS you need to fire up a matching version of Visual Studio (in your case 2013), and create new projects from the Team Explorer window.
From Team Foundation Server 2015 update 2 onwards you'll be able to create team projects using the web interface. With all older versions of TFS you need to follow these steps.
We are currently working on how to best manage our projects in TFS 2012. We are planning to create multiple team in order to manage concurrent iteration on the same project for distinct feature not released at the same time so we did two team (Project 1, Project 2).
The problem we currently have is how can I manage team member capacity when assigning a member to multiple Team. Is ther a way to view Capacity assign to a member for all current iteration of every team without navigating between multiple sprint?
What you want is not supported with the current tools, nor have we plans as for now to support this in the near future.
