I have a compatible m4a file with URL and access to NSData of the audio file itself. How do I save the file to Voice Memo?
For example, I can save an image via UIImageWriteToSavedPhotosAlbum() or UISaveVideoAtPathToSavedPhotosAlbum() for videos.

Short answer is that this is NOT possible. Apple does not provide APIs that can help you with doing this.

I'm trying to show on my webpage a video from twilio that was recorded.
The REST call that I made from twilio (get composition) returns a binary file and I want to use it to show the video.
I can't use the url from twilio directly to the video src because it needs authentication and I do it on the back-end.
I can do it using the binary and encoding it to base64, the problem is that for large videos the webpage has a lazy load due to the download of the large file.
Also, I don't have the binary locally in my server, and therefore I'm getting the binary each time I need to see the video.
Can anyone help me to know how is the best way to show the video and to make it possible to be load by chunks with buffering? Because I can create a webpage that only downloads the binary and use it directly on the src of the video too, but with that I can't return x seconds back on the video or foward, I can only see it from the beggining to the end without missing anything.

Twilio developer evangelist here.
I'd recommend that you download the video and store it yourself under a URL that you can set in a <video> element. That will save you downloading the video from Twilio each time and give you the control over the playback.

There now exists a Chrome extension which unites segments from m3u8 list and combines them in a video which then is saved to your computer.

Your best shot is HLS. Segment your video file on server side with lets say
apple segmenter. Then create m3u8 playlist with these files. Next open the playlist file with the media player of your choice.
My iOS app downloading encrypted mp4 file from server to my document folder.
I'll decrypt mp4 to my Memory and play video from memory.
For security, my app should not make decrypted mp4 file to doc folder.

Set AVFormatContext->pb to a self-created AVIOContext that wraps your memory stream. Most important are the read_packet() and seek() function callbacks, which your application should implement to do actual packet reading and seeking for the (mp4) demuxer. You can also look at earlier questions along the same path.
I am developing an iOS application and it has brought me at a point that em stuck.. I have to do audio recording in .ogg format as i have to send it over to a web module.. I am able to record in .m4a format with a very good compression and size but now i have to deliver it in .ogg format..
I have searched alot on the internet and havent found any good solution or way to do so.
Any help in this regard would be appreciated.

Save it as an audio file (e.g. WAV). AudioFile and ExtAudioFile APIs can help you write this.
You can't expect any audio player on iOS to interpret/guess a blob of sample data correctly. This is why file formats exist -- audio file formats can specify sample count, channel count, sample rate, sample format, and a ton of other information about the audio in the file. Using an audio file, you can exchange this recording in a format other programs are able to read (correctly).
