I understand how to include a header view per section, but how do I go about having a single header view at the top of a UICollectionView with multiple sections? I just want a view that sits on top of the collectionview that scrolls with the collectionview.
I've looked into decoration/supplementary views..but I think I can also just make it a new section with a single cell. What is the best practice for this?
Not sure if this is "best practice," but I ended up creating a section at the top with a single cell. I looked into supplementary views, but it seemed like those were primarily used as section headers and footers. New section at top with single item worked well for my purposes.

You can embed a UITableView into another UITableView's cell, but due to potential issues with the embedded UIScrollViews it is not recommended.
If you feel like you need a table in a table, first consider if it is not possible to achieve the desired behavior by using sections and cells in the sections (a section in a table might represent the top tableView's cell, and cells in the given section would represent the embedded tableView's cells).
There is no problem with adding a UITableView into a a UITableViewCell, since both of them are UIViews its simply would be translated to adding a subview to a view...
However, keep in mind to consider the following issues:
1- From a user experience perspective, that would be a vertical scroll view inside another vertical scroll view (are you ok with that?).
2- For each cell -in the main container table view-, you would need to handle the table view delegates/datasources. For understanding the logic of how this could be done, you might want to check:

I'd like to know how would you create a collection view embedded in a table view like the one you can see in Tinder app while you browse through someone's pictures.
It's obviously only a paging enabled collection but I don't know how to make it sticky at the top while still scrollable.

it is embedded in a navigation controller, so the bar at the top is alway fixed. plus it is not a collection view embedded inside a tableview, that would be ridiculously redundant. It is just a CollectionView with animations.
You can use table view section header for this.
Create a UIView with UICollectionView in it.
Make this UIView as the section header of table view section. This UIView will then stick to the top for that particular section when the table is scrolled.
I would like to construct a view controller where one section of the view controller would be still and one section scrollable.
Both sections have headers where as well, one is still and one is moving along with the content in the section.
I do not want the cells in the section to be scrolled separately. All cells should move at the same time along with the header.

you can probably add to your UIViewController view a UITableView on the left with fixed size (for example 150px) and vertical scroll disabled and a UICollectionView with horizontal flow and ,if needed a, with custom UICollectionViewLayout (but i think that you just need the classic UICollectionViewFlowLayout) for the right part that fits the remaining space.

I'm new in iOS development. Based on my assumption, Feature page in App Store was created using a combination of UITableView and UICollectionView. But how to do that in theory and code? I know it's a bit vague, because it's quite hard to describe it, but I just need some people to help me explain it.
For this case I will try to use these naming:
1. Top section, it's a view which showing banners of apps, people can swipe it to view another banner.
2. Middle section, views which can be scrolled horizontally. (Best New Apps, Best New Games, etc).
3. Bottom section, starts from Quick Links to the bottom.
Questions:
1. The scroll indicator is starts from the root view's top guide, that's normal, but:
a. When we scroll it up, the bounciness is start from the middle section. How to do that? Is the top section and middle section is a separated view? But how can the scroll indicator is started from the root view's top guide if top and middle section is a separated view? (Separated view means that the views should have different scroll indicator unless it's actually subviews of UIScrollView).
b. When we scroll it down, there is nothing that floating. So it looks like that the whole page is a subview of a single scroll view but the bounciness is starts from the middle section. How to create that bounciness effect while only have one scroll indicator for the whole page?
2. In the middle section, there's a several collection view that has horizontal scroll direction. Is it the best way to create it like that is to use UITableView with cell that has UICollectionView inside it? It looks like it was created that way, but:
a. Is it the most efficient way to do that?
b. Because of the case in my first question is my source of confusion.
3. The bottoms section has a different separator from the middle section. The middle section has indentation while the bottom section doesn't. How can I do that if the case is it's a UITableView?
My whole question is just how to create a layout like that. If you cannot help me by providing me some sample codes that's fine, please just explain me the concept or theory of how to do that.
If the whole answer is just I have to create it using vertical/horizontal UIScrollView from scratch that's fine. I just want to make sure of that since I tried to avoid dealing with creating manual tiling.
OK, I think I finally found my own answer.
First, I need a UIScrollView to be root of the view. Then I set the contentSize to be a specific value.
The top section can be a UIPageController or a horizontal UIScrollView.
The middle section is a UITableView with scrollEnabled to NO and cells are static. The static cells (could also be dynamic cells) will contains UICollectionView. Since the scroll is disable, it will use the scroll from the parent UIScrollView. So that's why I can get the same bouncy effect in the middle section.
The bottom section is just another cell of a UITableView.

To make the first cell "float" in the TableView you could make sure that cell never goes out of screen in scrollViewDidScroll
I want sections would have same behavior as cells when I drag it.
Usual behavior is — when dragging cells, section stands on a same place until it meets other section.
What I want is section drags as usual cell.
The following is from the UITableView Class Reference
Table views can have one of two styles, UITableViewStylePlain and
UITableViewStyleGrouped. When you create a UITableView instance you
must specify a table style, and this style cannot be changed. In the
plain style, section headers and footers float above the content if
the part of a complete section is visible.
If you are going to use the UITableViewStylePlain, I am not sure you can re-engineer the section headers to not float.
An alternative is to use the UITableViewStyleGrouped or use UITableViewStylePlain and instead of using sections, you could separate out your table view by placing the section as another cell.
