I have two apple ID's. I created a new one for my new company and bought enrollment for it. The old account has three apps that are no longer available on the store, since the enrollment ran out of time on the first account.
I have bought memebership for the new account.
It seems like I can't transfer any applications from the old account to the new account before the old account has enrolled again. The option 'Transfer this app' simply does not show up anymore. The apps are stuck at the status 'Pending Contract'.
What can I do to transfer the apps from the old account from the new one?
Will I have to pay for a membership for the old account too?
I believe that only renewing your account.

I needed to change my username in App Store and was attended by this channel. If possible they will make the transfer requesting some documents proving that the accounts are yours.

A colleague has a completed iPhone app ready for submission to the App Store. In his iTunesConnect/Apple Dev account/XCode/etc. he has his own profiles and certifs all set up. Now we would like to pass responsibility for the submission to me. I have my own iTunesConnect/Apple Dev account/XCode/etc. as you might imagine, associated with my own business.
I'll be making the first submission, but ideally we'd like to both be able to make them for future releases, and I'm imagining it would be best to use his rather my than my Apple Dev account, as otherwise the app will be associated with my company rather than his, and he built the app for his client.

If these are individual Apple Developer enrollments, then there is no team. You can only have developer teams with corporate/company Apple Developer enrollments/accounts. With individual accounts, only the enrolled agent (using their own developer account login) can download their certificates and provisions and submit apps under their accounts name.
If you do let the other developer use or log into your Mac to make an app submission using their own developer account, you might want to set up a separate User account on your Mac for that purpose, in order not to mix together the keychain certificates and logins of two accounts, which can make a mess.
If you want the app in the App store to be listed under the end clients name (recommended), and that client is a corporation, not an individual, then you might want to get added to the client's (enrolled in Apple's Developer program as a company) team.

I have recently submitted an iOS app to the app store for review.
And the issue is that the account name is under my personal name.
The account name needs to be the same name as the app. I confirmed this with Apple. Assuming I get all the business registration sorted and DUNS number etc. i have the following questions.
I have a couple of apps already under my personal name in the account. Am I better off deleting these apps and leaving my current app and migrating the account over from personal -> company?
Or should I just open a new account entirely with the company? (there is a fee of course).
If I do open a new account I will obviously need to re-submit a binary. This new binary will need a new certificate, etc. What do I do with the bundle id in xcode?
I will effectively have an app under my personal account with a bundle ID of xxx.yyy.com that was rejected.
And then I will open a company account. I'm assuming I can't just upload a new binary with the same bundle id.
If you change the bundle identifier under the General->Identity tab in xcode - does that affect other parts of the program?
If an app has been rejected during the review process on the app store and has never made it to being accepted - does it need to be deleted?

The company that I work for was on the same spot last year.
What we decided to do was create a new account for the company. The fee was paid by the company and configured by them ( DUNS number and contact info ) with our help.
I'm not sure if you can migrate your personal account to a company account. If it was possible, you will have to delete your other apps, which seems a big sacrifice.
The downside of this is that you will need a new bundle ID (it will not affect any part of your code, you can change it as much as you want in development, the problem arises when you upload your app to the Appstore). You'll just create a new bundle ID and re-submit.
What you can do if that is an issue is upload your app to your personal account, publish it and then transfer it to the company account.

So actually where is the app transfer option?
If you haven't published a version of the app yet, don't worry about transferring it, because you can't.
Log into the team you want to transfer to.
Click on My Apps.
Click the + to create a new app, as you did in the other account.
Fill it in.
Forget about the old record - it's just metadata. If it bothers you, you can change almost everything about the unpublished record and use it for something else.
When To Transfer Apps
There's no point in transferring an empty app record. Simply create a new entry in the other iTunes Connect account. The whole point of an app transfer is to preserve reviews and the upgrade path for users. If those weren't a concern, you'd just create a new app entry anyway.
The only downside to this is that you lose the original app identifier (com.example.appname) but since nobody sees that, it doesn't really matter. Adjust your code signing certificates and you'll be fine.
When Transferring Apps Is Allowed
According to the documentation, there are a few conditions for transferring apps:
Both developer accounts must be completely set up.
The app must have a published version.
The app cannot use entitlements for iCloud or Passbook.
The app cannot use (or have ever used) In-App Purchase subscriptions
The app cannot be cannot be In Review.
Any in-app purchases for the app must also not be in review.
Any in-app purchases for the app must not have product IDs that are the same as in-app purchase products on the destination account.
What Transfers, What Doesn't
These things transfer over:
Bundle ID: The app's bundle identifier
iTunes Connect App Record: Metadata (the description and the rest of the app store entry.) The new team name will appear under the app name once the transfer is complete.
User Upgrades: Users will see the next update from the new account.
These things don't transfer over:
Download Stats: App download number don't transfer over. The new developer account will start from zero downloads.
Keychain Access: Keychain access is lost for transferred apps, because the team prefix changes.
Handoff, Universal Links, Shared Web Credentials: If you're using an apple-app-site-association file, you'll need to modify it to include the old app identifier as well as the new one. You want both, because you don't want to break functionality for users who didn't upgrade yet.

Your App status says "Prepare for submission" and there is no published version so you have to get your app published first and as mentioned in the Apple's documentation "The app should have at least one published version for transfer".
I have created an application for my customer. We have published the application with my account. Now, they want to change the developer name as their company's name. Is there a way to change the developer name? Can I move my application to their business account so that Developer name changes to their business name?
Yes, you can transfer the app to other since WWDC 2013.
Also, you can call the Apple Support to change the Seller Name.

My apps initially appeared in the App Store with the wrong seller name. I don't personally own a credit card, so a family member who did paid my developer subscription. While my correct name appeared elsewhere, under Seller it showed the name from the credit card. I used one of the contact options in iTunes Connect to request a name change, which was applied within a few days.
On the current Contact page, the Contracts and Legal category includes Request Name/Address update. Try that.
You'll certainly find it easier to rename your account than to move the app to a different account. Here's what they say about that.

Personally I wanted to changed my real first & last name to a company/brand name, having an individual account. That's what, as of 2020, Apple's support says:
"Developers enrolled as individuals will sell apps on the App Store using their personal legal name. There are two ways to change your name to a company name:
Have your company enroll in its own Apple Developer Program membership, and then transfer your apps to that membership.
Migrate your membership from an individual to an organization."
