I'm trying to have my container app talk to my extension however I was told that in order to do so I must enable App Groups found within the Capabilities tab. When I attempt to enable it I get prompted to add enrolled apple id to Xcode. Does this mean that I cannot properly develop extensions without paying $99 first?

You only need App Groups if you are sharing data via user preferences or a shared container. You can still share data through the web (via a common server), without an App Group.
There's no way to simulate an App Group. You'll need a developer account.

The company I work for is busy in developing an enterprise app for both iOS and Android platform. The problem we've run into is that on the iOS app store, the name we need is already taken. So before we start experimenting with other options for the app name, we want to approach the developer and make him an offer for the name/or app, seeing as it seems like an inactive app with very low downloads.
Is this something worth looking at? Is this even a plausible option to explore?
Yes, there is an option to solve your problem.
You can buy that app by contacting the developer, and then you can change the entire setup.
The developer can transfer the app from his/her account to your company's/your account.

I am trying to run iOS application on iPad with a free device. When I press the fix issue button in xcode, I get this error
No Devices
Creating a profile requires having a device registered in the Member Center.
I tried to add a device in the member center but my account looks quite different from this. I just have the "additional resources" section, I do not have a "Program Resources" section. Is it not possible to run code on a device with a free account ?
Yes it is possible.
Add your free account in xcode. Create provision profile for it (free).
When run the project set this profile. I should run fine. I am also using a free account and running projects in my iPhone.

fix issue
I get this problem when I try to "fix issue" in Xcode. I'm not using a developer's account but am following this guide https://www.youtube.com/watch?v=hjcUbyTvslA to install Pokemon GO Anywhere on my iPhone without jailbreak. What should I do to fix this?
I would not recommend this at all. Apps that aren't downloaded through trusted means (ex. App Store) can contain viruses and many other bad stuff. But you need a developers account to install Xcode apps on your phone.

I'm currently planning the transfer of some apps from one iOS-Developer-Programm to another. Now Apple introduced the option to transfer the apps via 'Transfer App' in iTunes connect (more details in the ITC FAQ)
Apple specifically says, that
You cannot transfer iCloud enabled apps or apps using iCloud entitlements, Passbook IDs, certificates, or notifications.
Q: Would it be possible to upload a new version with push-notifications disabled in the App-ID and then use the 'Transfer app'-utility?
My reasoning goes thus: theoretically it should be possible to do this, once the push-notification capability is disabled.
However, since this feature is quite new and Apple has posted barely any information on how it works (apart from this really short FAQ), I'd rather ask around before trying and failing miserably.
So: does anyone have already experience with transferring apps that didn't stick to Apple's rules?

I wrote one bad selling app. Since the revenue does not even cover the iOS Dev account, I thought about not prolonging it. What would then happen to my app and the sales I have in future?
If you do not renew your iOS developer account then your app will be removed from sale once the account expires.
Your app will not be available for purchase any longer, but beware that it will still appear in the App Store with the information and screenshots that you have provided.
