I have filled the form for an expedited review, I am yet to submit the form. How is the binary suppose to be uploaded? should it be done as normal, before the expedited review form is submitted or after?
The apple page on iTunes connect says this
If you've submitted an update to fix a critical bug in your app on the App Store and you are requesting an expedited review...
This appears to suggest that the app must be submitted first, and then the expedite request can be issued.
Submit your app for review as usual. Then submit form requesting expedited review.

I have successfully added my IAP along with the required metadata screenshot. On the actual IAP page it says Submit for Review but it's grayed out.
On the page main IAP page (Manage page with the secret key), it says Ready to Submit

Well, you're confusing two things. Just because your app has been approved doesn't mean it goes live to the store that day. You're allowed to specify a later date.
However, what you're positing is actually a great way to proceed: submit the app and get it into the store first, and then add the in-app purchase in an update later.

Steps to implement the Expedited App Review
Step-1
Login to iTunes Connect using your iOS Developer Account credentials
Scroll to the bottom of the iTunes Connect webpage and click Contact Us
Step-2
Select App Review, App Store Review, and Request Expedited Review, then select Request an Expedited App Review.
Step-3
Fill in the requested information and click Submit to send your request to Apple! They will review and respond to the request and let you know if they are able to expedite the review of your app!.

I applied for expedited review and it has been approved. My app status was "Waiting for review". While editing my meta data i accidentally removed the binary but immediately resubmitted it again. Now, do i have to apply for expedited review again or the previous one is still available?

When submitting an expedited review you receive this message: "We'll evaluate your request and get back to you shortly. Please note that if you reject your binary in iTunes Connect, your app cannot be reviewed and this request will be canceled."
I send another expedited review explaining them that i rejected and resubmited binary again after receiving expedited review acceptance via e-mail and ask them if it is still available. This is what i received:
"Thank you for contacting App Store Review to request an expedited review. After evaluating your request, we have determined it is a duplicate to one or more previous requests for , that you or another team member have recently submitted.
If your previous request was accepted, and your app is rejected during the expedited review cycle, it is not necessary to request another Expedited Review when you resubmit. Once you revise and resubmit your binary (or metadata, in the case of a Metadata Rejection), your app will be automatically returned to the expedite queue."
Now, i am still confused by "app rejected during the expedited review cycle" they mean if it is rejected by app reviewer or developer reject also counted?
You do not need to reapply. Once approved, they take whichever binary is waiting when they get to it. Your app is already in the short queue (which I believe is still about a day or two wait right now, better than the normal queue that's about 12-14 days right now).
I have submitted an app for expedited review. Immediately after that I have rejected the binary and published a new one.
Do I have to resubmit my app for expedited review or will Apple consider my first submission? Or if I resubmit it again, will it be considered as spam?

My new boss thinks you can submit an update to app Store and mark it as priority once or twice a year. if your abuse it you lose your privilege?
Is he correct. I've been submitting updates for years and never heard of it?

You can request a Expedited review, which should be used if you've submitted an app which has been approved but it has an issue that needs to be fixed urgently. As your boss has said they can only be done a few times so be cautious doing them.
Expedited reviews are granted on a limited basis so we cannot guarantee that every request will be expedited.
