Is there a helper function in phalcon (volt) to create Links to routes with GET-Parameters ? I have pagination-links on which I want to add ?cat=category and ?year=year depending on whether they are set or not.

IMO it's easier to do that in the controller than using volt.
First, generate the base URL for your pagination links with the URL Service:
$pagingUrl = $this->url->get('tags/' . $tagname->tag);
Now you can get 'cat' and 'year' with something like $this->request->getPost('cat'); to check if it's set and append it to $pagingUrl as GET parameters. Leave a '&page=' at end of the $pagingUrl to easily append the page number later.
Set $page and $pagingUrl as variables for your view so you can easily access it from volt:
$this->view->setVar('page', $page);
$this->view->setVar('pagingUrl', $pagingUrl);
Finally in the view you could use something like that:
{{ link_to(pagingUrl ~ '1', 'First') }}
{{ link_to(pagingUrl ~ page.before, 'Previous') }}
{{ link_to(pagingUrl ~ page.next, 'Next') }}
{{ link_to(pagingUrl ~ page.last, 'Last') }}

The solutions above seems hackish because Phalcon designers aimed to work more with clean URLs than explicit GET parameters. If you were passing your parameters this way, your TagController could have an action that supports pagination like this:

Working that way you can easily create links like these:
tags/list

I am trying to set searchable attributes so that these can by dynamically controlled by locale. I am attempting to follow this guide from algolia on multi lang support:

The example shows setting this value on index:

but this is not how I am creating my index, maybe I am missing something? I also don't appear to have the set_settings method on the helper.

Finally, it may be important to note that I am setting the primary searchable attributes via the Algolia admin console, but assume I am supposed to be setting the additional language related fields to searchable via the API.
searchableAttributes is setting not a query parameter. The JS Helper is a query only layer on top of the client. This means that you can't set the settings of your index using the JS Helper.
What you need to do for multiple language support is to create a replicas per language. Each replica will have a different set of searchable attributes. Then using instantsearch.js or the JS Helper you can switch indices, respectively using the sortBySelector widget or the setIndex method of the helper.
I am using Laravel 5. In my Controller I am getting value from View like this method:

As far as I understand your questions, you need to create a new route for it:
Route::post('/api/zones/{id}','YourController#processInput');
In the above route, replace YourController with the controller you are using to process the input and replace processInput with the method that actually processes it.
So, your controller would now have access to the category:

The parameter $title is pretty much a dataset, which is pulled from a database and which will get transmitted in the following format [ this is a title ]. So there are square brackets in front and behind the string and words are seperated through blanks.
If I am creating a link through g:link now with the params nested in, it gets put into the url as it is pulled from the database. What I am attempting is to create SEO-URLs, which will present a certain title of a publication devided by hyphens instead of url-encoded "%20".
Until now, I was able to generate dynamic urls looking like this:
http://localhost:8080/projectname/show/%5BAllgemeine%20Bevölkerungs[...]/782/...PARAMS...
Furthermore I already implemented it through JQuery, though it should be static and users should be able to copy the link to open up the page themselves - that wouldn't be possible when changing the url client-side while loading up the page.
Is there a way to define a function with something like replaceAll.(' ', '-'), which can be invoked onto the parameter in the mapping to replace blanks with hyphens and f.e. square brackets with an empty character?
That's pretty much, what I wasn't able to come by through the documentation.

I managed to solve my problem by creating a service with a function containing a regex and executing this function onto the parameter title in my g:link, which I firstly converted to a string, which gets passed to the function.

I guess "this is not working" means the string in the fluid variable {hotel} is kind of not what you expect? Or what exactly is not working?
First of all isset() returns a boolean, taht you should not just add to your string.
Secondly, if you use arguments="{myArgument: argumentname}"fluid expects argumentname to be a variable passed to the template. If you want to pass a string, you need to specify it: arguments="{myArgument: 'argumentname'}".
