I understand that the layout in Orbeon Forms is grid-based, but even inside a grid of let's say 10 rows and 5 columns, If I happen to want to shift the 8th row to the 3rd row using the Visual Form Builder, how would I do that?
In general, is it possible to reorder the fields or sections within the Orbeon Designer using the MOUSE?
Currently you cannot reorder grid rows or columns, with or without a mouse (if by that you mean using drag-and-drop. But it's a great suggestion for the Orbeon Forms authors.
At this point, what you can do is this:
insert a new empty row
using the toolbox, "cut" the first control you want to move
using the toolbox, "paste" into the first cell of the new row
repeat the last 2 steps
It's painful but it will work.
Or, you can move the row directly within the source of the form, by moving the in the grid to the new place.
Note that while drag-and-drop would be great, it's not actually strictly needed: buttons and keyboard shortcuts can get you there too.

According to latest documentation, one can set the maximum number of grid columns form authors can create:

Because of some constraints in our use of Orbeon, I set the maximum of columns to "1". However, when I open the Form Builder to create a new form, the default arrangement shows a grid of two columns and one row, one cell containing a text field.
Now, if I delete the second column, I can't add a new column again, in line with the property set. But the fact that you can leave the two columns annoys me.
Is there a way to make default controls use only one column when opening the Form Builder?
It's not possible to change this right now. Orbeon Forms 2017.2 will, in addition, have a 12-column layout, which means that oxf.fb.grid.max-columns will have no effect. I think that constraining a form to follow an n-column layout would be a new feature of the product.
I have a ui grid that has 20 columns, and I would like to be able to tell what the next column will be as I scroll through the horizontal axis so that I can have some text that will tell the users what the names of all the columns they can't see are.
Anyone know if this is possible? As I watch the the inspector and scroll through the columns, I see html attributes changing.

This is what is all looks like (where it says "home #" is dynamic and will change to show the next column that is out of site)
Based on the ui-grid configuration that you use to render the grid, you already know the order of the columns. You can use this information together with the visible on each column added by the gird itself.
What you need to do is bind a event handler on scroll to iterate over the columns on each change and check the visibility of them. Then the first one with visible === false is the upcoming.

I would like to add an icon to the header of my data grid as it is done in Thunderbird.
There is an icon that is above the vertical scrollbar, no matter the position of the horizontal scrollbar. This icon allows the setup of the columns.
In Delphi there a lot of different grid components, that allow customizations and adding icons to there cells / header cells. But I could not find any component that has an area above the vertical scrollbar that is fixed, which when clicked allows some action. I could even use the VirtualTreeView component to emulate the grid, if it turns out to be easier to customize that component.
I am looking for some guidance on what need to be done to get that functionality.

VirtualTreeView in Listbox mode would be nice, because of it's speed, great documentation and ease use in MVC-like patterns. Delphi tempts to store data in the visual components themselves, which letter causes troubles. While VTW allwos the same, it also allows to acutally separate data from GUI, and i like it.
But i am surprised by your claim "which when clicked allows some action.".

So could you make more detaiils, why you cannot use standard components ? with screenshot and editors, how u want it rendered, where you want to click and what kind of action should happen ?
does any one know if there is an example available for sliding panels in jquery? If so, can someone send me a link? This is what I want to accomplish.
On my main screen I want to have three divisions. One right column that covers half the screen and then the left column divided in two rows. I want to expand and/or shrink the right column and/or left column and/or the top row in the left column and/or the bottom row in the left column.
Think og it as an IDE with the left side of the coding area and right side as project explorer and the properties. The coder would like to see any three of the sections at once or would like to expand each working area.
I am looking for a jquery solution for such!

If I have a a number of elements in one table column and I drag them one at a time to another column utilizing jQuery UI, how do I make remaining items in the first column move up, i.e. fill the gap left by the items that were moved. Assuming table cell valign="top".
I think it has to do something with DOM. It seems that even after I drag the item is it still in the same column.
You might want to use jquery ui's sortable instead.

You can connect lists and anything moved from one list will move the remaining elements to fill any gaps
