Must iOS apps have a globally unique name? The iTunes Connect Developer Guide implies that they do, but doesn't say so directly. The closest it comes is (p71):
As a result of this deletion [after not delivering a binary within 120 days], your app
name will be able to be used by
another developer
If an app is renamed, does the old name then become available again?

Apps do indeed have to have unique names. If a desired name isn't available, developers commonly solve the problem by adding a bit of description to the name, making it unique, e.g. "SuperText - Text Editor for Geeks" when "SuperText" isn't available.
Until recently there was a significant name-squatting problem, with devs creating placeholder apps that tied up names indefinitely. Apple cleared all of those out last Fall, making a large number of names available again. Now an app created in iTunes Connect but not submitted for review will receive a warning after 150 days and if there's still no submission 30 days later, the placeholder is deleted and the name is freed up to other developers (as per the policy you quote). Significantly, that specific name is no longer available to the developer that first used it, so be certain you're going to submit soon after creating the app in ITC.
As to approved and then later renamed apps, I don't know what Apple's policy is, and it's not spelled out anywhere that I've ever seen. I think it's somewhat unlikely that the old name becomes available due to potential consumer confusion, though: "I bought 'Buddy's Checkers' but now it's saying that I didn't buy it."
Note: Updated from 90 days to 150 days, per Apple's change. See "App Name Expiry" in the iTunes Connect Developer Guide. (thanks to Alexander)

As an aside note: Apple has recently extended its 120 day limit to 180 days. It means that if you don't upload a binary within the 180-day period, your app is deleted from iTunes Connect. As a result, you cannot reuse the app name, SKU or bundle ID. See more details in the App Name Expiry section of the iTunes Connect Developer Guide

an app I have been working on got rejected by Apple,
here is the message I got from Apple when it got rejected:
From Apple
22.2 - Apps that contain false, fraudulent or misleading representations or use names or icons similar to other Apps will be rejected
22.2 Details
Your app or its metadata contains misleading content.
Specifically, the app screenshots and splash screen are from a well known TV show belonging to Keshet without the rights to use it.
We’ve attached screenshot for your reference.
Next Steps
Please remove or revise any misleading content in your app and its metadata.
Since your iTunes Connect Application State is Rejected, a new binary will be required. Make the desired metadata changes when you upload the new binary.
NOTE: Please be sure to make any metadata changes to all App Localizations by selecting each specific localization and making appropriate changes.*
some background,
I did develop this app for Keshet with permission, but I did not include any kind of permission from Keshet when submitting.
Yes, my bad, I just didn't know it was required.
Anyway, my question is,
would replying to Apple through the resolution center and including a document from Keshet's legel dept. be enough to resolve this issue?
or do I need to go through the whole process again, submitting a new binary etc.?
or perhaps something else?
Also, does this kind of rejection means that every other aspect of the game I submitted is okay?
because they only reacted to the rights to use Keshet's properties.
You should follow the instructions Apple gave you. (For example: "Since your iTunes Connect Application State is Rejected, a new binary will be required.")
Apple never promises that every other aspect is ok. Ever. Even the fact that you're updating an existing product doesn't promise that there won't be rejection due to things that were tacitly approved in previous versions. The only approval that really matters is when you see your app on the app store, and even then they sometimes retroactively reject apps that are already there. There are no guarantees in life.
StackOverflow isn't going to be able to give you any better information or advice than Apple will. If you have questions about their current process (which changes from time to time anyway), you need to speak with Apple.
Please follow App Store Review Guideline before you submit your App to App Store. In your case of Copyright issue follow section number 22 - Legal Requirements.
If you have copyrights to use particular Image , Logo or content then send that reference while submission to App Store.
After removal of objectionable content from project create new build and upload it again to App Store submission process.

After update my app on apple store, old user aren't receiving any message to update it.
Apple store on one's phone shows the other apps demanding for update, but not mine.
Any ideas why it not appearing on the update list?
If one search for my app and click on update it does work, but my old users has no way to know there is a newer version of my app available.
EDIT: None of the answer below was right. after research the issue I finally found the problem.
The first version of the app was set to worldwide and the new version is country restricted, since we knew it, we checked if the mobiles not receiving the update message was from aboard and they wasn't, excluding the possibility of it cause the issue.
But in fact, for apple, if you buy a Belgium iPhone, uses an Belgium sim card, register on Apple Store as Belgium account and associate a credit card from Spain, your phone will be considered Spanish. The credit card is the only matters.
So, the users not receiving the update message are the ones with a foreign credit card associated to their account.
Thank you everyone for try to help! I hope this question help someone.
If you updated your app within the last few hours, it may simply be that Apple hasn't indicized your app yet. Give it time.
That sounds like you have deployed the update for newer version of iOS than your previous users have on their iDevices - in that case, they aren't eligible for update. Or it's just too soon - give it a day or two.

I hold my application for "Developer release after approval" on iTunes Store. I have released my application and current status is "Ready to Sale". I am still not able to see the latest version on the iTunes Store. I am already waiting from last 6 Hours. Could anyone please tell me how much time Apple takes to make live the new version of the application?
As per the documentation,
Your app version will then be live on the store pending the customary processing times. The delay is due to propagating your application's status across their all iTunes servers. This process usually takes different time for different servers. But, it'll be available within a day.
It can happen. It might take an undetermined period of time before the app actually show up in searches.Normally for my apps the time period was about half an hour to one hour although I remember one of my apps took about half a day to appear normally on the iTunes. In the initial period you might also notice that not only you cant search for it but the app does not even appear in your apps list in the iTunes.
Usually it takes upto 24 hours.

I can make a package (xxx.ipa) for an app, then synchronize this package to IOS device. Someone can do this and why need upload app to app store?
When you sign an application yourself, you can only install to iOS devices that you registered on provisioning center (up to 100 devices with the developer program - 100$).
In other words, if you wanted reach 1M million users with your app, it would cost you $1M. So you NEED the App Store.
We need to the upload an App to AppStore in to access it universally with no limitation of the number of user who can use it . Creating an Adhoc (.ipa) for any app and sync it to the device has certain limitation as you cannot distribute your .ipa to more than 100 devices , also it has validity 1 year by which only you can use the app . There are many more reasons to be explained for it . Go through the Apple Guideline in order to get more information . Hope it help you!
It takes away all the manual labour. Installing an app from App Store is easier than manually via iTunes. Updating is even more easier.
You don't have to know all unique device identifiers up-front.
You won't break Apple rules (it forbids distribution without App Store for anything other than testing or internally in one organization)

I created an app in iTunes Connect and then later deleted that app before uploading the app to the store.
When I try to create another app with the same name (even though it is now deleted), I get an alert from iTunes Connect saying: The App Name you entered has already been used.
Is there anyway to use the old app name?
From the iTunes Connect Developer Guide:
Important: If you delete your app, you can’t restore it. The SKU or app name can’t be reused in the same organization. If you’ve uploaded a build, your bundle ID can’t be reused.
So no, you can't reuse the app name.
I have spoken with Apple Developer support about this for a similar issue, and they actually made an exception and freed the name up for me. In my case, I had accidentally allowed a name to expire, and wanted to use it again over a year later.
The kind folks at Apple had to confirm that the name was not in use, and that they did not think I was "squatting" the name, but once they did that, they released it back to me.
It did require a special procedure of some sort on their end, and the case had to be escalated to a manager, but I bet if you call them (try this number) they might be able to help you out.
Change your language from English us to English uk for example, get your name back to what you want, save. go back to app change default language on fields to new language and you are good to go.
