How can I use MS Access as a back-end database for a Delphi program?

Using MS Access from Delphi is straight forward. ADO is supported in Professional and Enterprise/Architect SKUs.
I would recommend saving the hash for your passwords in the database. this way, when the user enters a user name and password, you hash that password and compare it to what's stored in the database. This means you don't have an un-hashed version hanging around, so it's more secure.

I am currently building an app and would like the option of having users view other users playlists. Is this possible?
Of course this is possible. All this data would be in a database, and you would write stored procedures that would fall in a REST API that you would call from your app. You would need to do the filtering of said stored procedure to show users any kind of data you want (if you only want to show 'friends' playlists, or 'people around you'..etc). Remember, it's just all data. Nothing more. You format the data to look nice, but it's still just data.

I am developing my own identity system for my ASP.Net 5 application, and I am currently looking for an efficient way to store my predefined error codes and their corresponding descriptions. Does anyone have any suggestions to my issue?

They allow you to store the name of the error code, the error code and a description. Then use Properties.Resources to access them.

In acejs editor, we have a lot of build-in tokens, like string, command, and keyword. We can give different color and event handler according to tokens. Here, I wonder it's possible to create our own customer tokens.
Ace doesn't give any special meaning to tokens any string can be a token.

I would like to allow users to send me emails directly through my app, and am wondering if this is possible to do?
Your best and most simple way is to bring up the send email view (or even mailto:) with your app specific email to receive comments and requests on.
Another option is to design a web page that has a couple of fields for information and then hooking it up with PHP.
Just about anything works, it all depends on how you balance user experience and easy of implementation.

i would like to code a Registration Form + Login form for iOS. I don't know very well which DB i can use. I thought to use PHP + MySQL. Do you think is a good idea?

iOs app should know nothing about DB. You need to make an API in some other langulage (PHP in your case), which will work with DB.
MySQL is good option as it's free and has a lot of features.
