I am looking for a good quality and reliable mapping solution for South Africa.
We require similar functionality to Bing and Google. ie plotting markers on the map, geocoding, drawing polygons, popups on the map showing content etc.
So far Google maps looks like the winner, but are there other options that you would recommend.

The Maptitude Mapping Software is used in South Africa, see: caliper.com/Maptitude/SouthAfrica.htm, and allows you to interact with data from a variety of sources including Google and OpenStreetMap.

I came across PlanetGIS today by chance. It looks like they may be a good source of data which could be used on top of a Google Maps solution (I'd recommend OpenLayers personally though).

I need a control which can display thumbnails similar as seen on the attached image.
It should support:
virtual mode
handle up to 50.000 images
thumbnail groups
scaling
work with Delphi XE3.
If such control does not yet exist I would have to create one from scratch. What is the best strategy for developing a control like this?

RMKlever has a series of blog-posts and sample code here. that can emulate a wide variety of things, but you would have to make code modifications yourself if you're particular about your desired format.
I believe the control is one of his own called rkView. The demos may require a lot of work to get them working for you, I found working with his stuff was difficult to get started with due to lack of documentation and samples but I eventually figured it all out.

Hi although this is not technical question, it is important to know where can someone find best from the experts.I am new in JQuery, I am using http://jquery.com/ for learning purposes. But it would be appreciable if I could have some better reference learning site for JQuery where videos and demos are available
So presuming you're somewhat familiar with jQuery, I would advise starting with JavaScript.
Code Academy run through the whole thing and you will understand JavaScript
jQuery's official site has a long, comprehensive list of tutorials. Pick the ones you think are down your alley and run with it.
After that, there are many, many good sites dedicated to jQuery.

So I have built an iPhone application using built in SDK controls, just wondering how I could make better looking applications like the ones displayed on http://pttrns.com/
Directions to books or tutorials would be grateful as well as any tips.
Take a look at Scoutzie. It's a website for finding mobile designers and design ideas.
Learn the art of graphics design, build your image assets, and stich them onto your views. You can do this a plethora of ways, not the least of which is custom drawing, image views, pattern colours... Alternatively, you can hire a designer like most of us do. :)
Point is, good iPhone interfaces are usually skinned by designers, or developers with design experience.
Look at good apps and try to recreate the experience. When the UI Layout etc is good, there really is not much left thanlearn how to create sophisticated animations and learn photoshop!
In addition, apple has several guides in the UI topic. Look around in the dev center, there is much to discover!

I am looking at The Special Effects In Picasa article.
Where can I find the following:
C/C++ or Java open source library to do it
Good books and/or articles to learn the algorithms how to do it myself

You can achieve most of the effects on that page by color manipulation (white balance) and spatial filtering.
Before you go down the path of using libraries to achieve this, I recommend playing around with image manipulation software like GIMP and trying to replicate the effects. After you're sure you know what you're doing, go ahead and try and code it up.
For libraries, have a look at opencv. There are also Java wrappers for that library if that is your language of choice (Java has its own imaging libraries as well, but I haven't used them). For books, my personal favorite is Gonzalez & Woods -- the first few chapters will get you started. For articles, Google is your friend.

I'm sure this is publicly available somewhere but my google-fu has failed me. What I'd like to do is download the most accurate lat/long/alt data available for the world. This can exclude oceanic regions. Also, I do not need addresses. Mostly, what I need is: given a lat/long what is the alt? Google Maps does not currently have altitude data available and I'd prefer not to use public web services as there is no SLA.

You can download the Digital Elevation Model for the US at http://seamless.usgs.gov/
I believe it also has international data, but that is less accurate.
I don't know where to find it currently, but the term you should be googling for is "Digital Elevation Model".
