It looks there is no way to submit new build for review after an app is removed from sale by the developer.
We wanted to do some test on how it looks in the actual app store. So, we released the app for few hours and removed it.
Now when we try to submit a new binary we are not able to remove the old one as we usually do as shown on the below screenshot. The Red button was supposed to show up when you hover over the old build.
To make your app available open it in App Store Connect, then select App Store -> Pricing and Availability, and then switch Availability from Remove from sale to All territories selected as shown below.

I uploaded a new build to AppStore Connect. Currently, the app is in the "prepare for submission" state. I uploaded all of the screenshots required and other things. I can only see the save button in AppStore Connect but the "submit for review" button is missing. How can we submit the app for review now?
Previous versions of the app were present in the App Store. I uploaded an update to the existing app but the current version was rejected. I fixed the issues and added a new build with current rejected version number and with the increased build number. But AppStore Connect only shows the Save button and I can't find the "submit for review" button.
Won't we see the "submit for review" button for rejected binaries?
Remove your rejected build from Build section which is above General App Information.
Add the new build you want to upload.
Click Save button.
You'll now see Submit for review screen.
After the app rejection, only the admin or manager of the AppStore connect account can submit the app for review. I was assigned with only developer role and hence was unable to submit the app for review again.
When Apple rejects an app, they specify the reason of the rejection. So you need to make changes said by apple in order to submit app again to App Store.
The uploading process is same as when you submitted the previous build but the only thing you need to take care of if app version.
You need to change the app version (generally it should be increased by one from the previous number) and upload the app again.
Once you upload build on the App Store you will see it under Activity and it will marked as processing.
Once the processing is finished you can select that build to submit for review.
Create New version (if required)
Select a build to submit for review
You can remove the existing build and select a new build and save it.
Once all the required info. is completed just Save it and then Submit for Review button will be enabled (but it is not the case every time)
I want to remove app temporarily from Apple app store. In the App Store (formerly iTunes) Connect dashboard under pricing and availability there is an option "Remove from sale". Will this remove the app completely ?
I want just to unpublish it for couple of weeks then return it back. If it does so, when I return it back available for sale, will it go again under review ? (same version no new binary).
In the iTunes Connect's > Pricing and Availability section you can easily switch between
Available in all territories or Availability regions (0 of 175 countries or regions)
Remove from sale
After selecting the right one you can just hit the Save button. It will not be removed or added immediately, it takes some time to change state in the AppStore.
You can remove the app from the store temporarily.
Open itunesconnect.apple.com
Select My Apps
Select the app you need to remove
Select Pricing and Availability > Availability
Remove from Sale > Save
This will remove the app temporarily from the store. It may take a bit of time to be not available on the App Store. You will have a red dot specifying the developer remove the app from the store.
How to restore to App Store
Repeat steps 1-4, select which countries you want to restore, then save.
Reviews and Ratings History
By doing the steps above, your reviews and ratings will be intact as long as you don't do anything else. I just restored an app today and everything was as I left it before.
App Review Afterwards
You do not need to go through app review again as long as you don't change the binary. It takes about 1 hour to get back on to the App Store if you're using a previously approved binary.
A new binary will trigger a new app review.

You can't delete the build. If you have already submit for review,you can reject it in iTunes connect. Upload a new build and choose it in iTunes connect,then submit for review. Maybe you want to turn TestFlight Beta Testing off in Prerelease page.
To delete your app, you must first reject the build. After that you will be able to delete your app.

Make sure your app has been removed from all countries under the Pricing menu.
Once it has been removed the little color dot next to your app icon should be red like this:
Once your dot is red you can delete the app.

What you need to do is this.

For permanently delete your app follow below steps.
Step 1 :- GO to My Apps App in iTunes Connect
Here you can see your all app which are currently on Appstore.
Step 2 :- Select your app which you want to delete.(click on app-name)
Step 3 :- Select Pricing and Availability Tab.
Step 4 :- Select Remove from sale option.
Step 5 :- Click on save Button.
Now you will see below your app like , Developer Removed it from sale in Red Symbol in place of Green.
Step 6 :- Now again Select your app and Go to App information Tab. you will see Delete App option. (need to scroll bit bottom)
Step 7 :- After clicking on Delete button you will get warning like this ,
Step 8 :- Click on Delete button.
Congratulation , You have Permanently deleted your app successfully from appstore. Now , you cant able to see app on appstore aswellas in your developer account.
Note :-
When you have selected only Remove from sale option you have not deleted app permanently. You can able to make your app live again by clicking on Available in all territories option Again.
You can "Deselect All" to remove the app (temporarily) from all App Stores, as Noah mentioned.
And you can "Select All" to get the App back to all App Stores.

Steps to Remove app from App Store
Click the My Apps section.
Select the app you'd like to remove.
Click the Pricing tab from the app listing page.
Click the "specific territories" link.
In the drop-down section that appears below, click "Deselect All' at the top right. This will uncheck every territory below.
A confirmation message will appear at the top of the screen.
Return to the My Apps section by clicking the navigation button at the top left.
The application status has changed to "Developer Removed From Sale."
Within 24 hours (though usually less) your app will no longer appear in the App Store.
Minor change in iTunes Connect,
Login to iTunes Connect
Select your app from My Apps section
Select App Store tab, Then select Pricing & Availability section
Under Availability section you will see two options 1) Available in all territories 2) Remove from sale, Kindly refer below screenshot for the same.
Select remove from sale if you would like to remove from all territories, if
you would like to remove from specific territory then click on edit &
remove from selected territory.
To remove an app from the App Store, deselect all territories in your app's Rights and Pricing section on the App Summary page accessible from the Manage Your Applications module. Your app status will change to Developer Removed from Sale and will be removed from the App Store until you make it available again using the Rights and Pricing section.
I just changed availability date to a future date. After doing that, I received following message -
You have selected an Available Date in the future. This will remove your currently live version from the App Store until the new date. Changing Available Date affects all versions of the application, both Ready For Sale and In Review.
Which means that the app is removed and no longer available.

You have to follow through these steps
Login to itunesconnect
Choose your app in My Apps section
Under Appstore tab choose "Pricing and Availability"
Under Availability section click edit will open a popup listing the territories
Uncheck all the territories and click Done
For those who remove app from sale, keep following in mind:
In app purchase items will NOT be removed automatically, user still can buy them, you have to change each item status.
Users who've downloaded the app before still can restore/redownload app.

If you want to completely remove your App, you should delete your app.
Today, I tried a lot and I couldn't delete live app so what I follow.
I created a new version ex. 1.1 (which was actually not needed)
Go to -> Pricing and Availability
Scroll to the bottom
Availability -> Click On Remove from Sale.
Click on Yes on pop and that will removed with Status "Developer removed from Sale"
Note: Make sure you have rights like Admin/Manager to delete that App.
I submitted a brand new app to AppStore and it got rejected by the Lords ... (nothing new there). What I want to do is delete that app completely from my itunesconnect account. I don't know what apple recently changed but in the past once the app was rejected I use to see a "delete" button on the summary page. Now I don't see one anymore.
I even checked Apple official documentation HERE and that too says that I should be able to delete it from appstore using delete button as long as the app is in reject state but the delete button is no where to be found.
I already tried removing it from all territories under "rights & pricing" and availability date is in the past Jan 22nd, 2014 ... still no delete button is visible.
How can I remove it?

Hi XXX,
I am following up with you about the deletion of your app, “XXX”. Recent changes have been made to the App Delete feature. In order to delete your app from iTunes Connect, you must now have one approved version before the delete button becomes available. For more information on the recent changes, please see the "Deleting an App" section of the iTunes Connect Guide (page 96-97):
You can only delete an app from the App Store if it was previously approved (meaning has one approved version).
From iTunes Connect Developer Guide - Transferring and Deleting Apps:
Apps that have not been approved yet can’t be deleted; instead, reject the app.
As of 2016, new changes have been made to iTunes Connect. Here are the screenshots of deleting an approved app from your account.
Edit December 2018: Apple seem to have finally added a button for removing the app in certain situations, including apps that never went on sale (thanks to #iwill for pointing that out), basically making the below answer irrelevant.
Edit: turns out the deleted apps still appear in Xcode -> Organizer -> Archives and there is no way to delete them from there even if there are no archives! So more looks like a fake delete of sorts.
Currently (Edit: as of July 2016) there is no way of deleting your app if it never went on sale.
However, all information except for SKU can be edited and thus reused for a new app, including the app name, Bundle ID, icon, etc etc. Because SKU can be anything (some people say they use numbers 1, 2, 3 for example) then it shouldn't be a big deal to use something unrelated for your new app.
(Honestly though I'm hoping Apple will fix this soon. I almost hear some Apple devs finding excuses for not implementing it (you know, it will break the database and will kill innocent pandas) and some managers telling the devs to just frigging do it regardless.)
You Can Now Delete App.
On October 4, 2018, Apple released a new update of the appstoreconnect (previously iTunesConnect).
It's now easier to manage apps you no longer need in App Store Connect by removing them from your main view in My Apps, even if they haven't been submitted for approval. You must have the Legal or Admin role to remove apps.
From the homepage, click My Apps, then choose the app you want to
remove. Scroll to the Additional Information section, then click
Remove App. In the dialog that appears, click Remove. You can restore
a removed app at any time, as long as the app name is not currently in
use by another developer.
From the homepage, click My Apps. In the upper right-hand corner,
click the arrow next to All Statuses. From the drop-down menu, choose
Removed Apps. Choose the app you want to restore. Scroll to the
Additional Information section, then click Restore App.
You can show the removed app by clicking on all Statuses on the top right of the screen and then select Removed Apps. Thank you #Daniel for the tips.
Please note:
you can only remove apps if all versions of that app are in one of the following states: Prepare for Submission, Invalid Binary, Developer Rejected, Rejected, Metadata Rejected, Developer, Removed from Sale.
As per 2018 in App Store Connect. We can delete/remove application with following stats.

Click your app, click App Information in the left side menu, scroll all the way down to the Additional Information section, click Remove App.

As the instructions state on the iTuneconnect Developer Guidelines you need to ensure that you are the "team agent" to delete apps. This is stated in the quote below from the developer guidelines.
If the Delete App button isn’t displayed, check that you’re the team agent and that the app is in one of the statuses that allow the app to be deleted.
I have just checked on my account by logging in as the main account holder and the delete button is there for an app that I have previously removed from sale but when I have looked in as another user they don't have this permission, only the main account holder seems to have it.
I had the same problem with a dummy app that happened to have the same name as my final app and couldn't publish because the App Name is already in use
To fix it, instead of deleting it(which you can't) I just changed the name of the dummy app to something random and hit SAVE. Then I was able to add the new app with the proper name
Apps can’t be deleted if they are part of a Game Center group, in an app bundle, or currently displayed on a store. You’ll want to remove the app from sale or from the group if you want to delete it.
