When I used rails s to initiate the Rails server I get this.

I then try to install rbenv 2.1.2 and the installer should be finished. I checked Rbenv version and I get.

I thought it was the .ruby-version file giving me trouble and when I removed it I get.

What am I doing wrong?
Your .ruby-version file is used by rbenv to detect what version of Ruby to use(besides looking in this file rbenv also looks in RBENV_VERSION environment variable if it's specified, and some other files). So in your case specified Ruby version was 2.1.2 and since it's not installed on your system rbenv complained about that, but since rbenv looks on few other places to detect what version of Ruby to use it found some other version and used it to run your code.
After installing version 2.1.2 your system now have version defined in your .ruby-version and rbenv will use it to run your code, but since your gems are installed for version of Ruby that you were using before 2.1.2 you'll get errors. At least I think that's what is going on, it would be great if some experienced programmer can comment on this.

Is the problem caused by the the version of rails I am using or the version of skylight or something else entirely?
I am using ruby 2.4.6p354 and rails 3.2.22.5
I have installed and tried to switch to rails 4.2.0 but that doesn't seem to be working, I think because in the gemfile there is a pessimistic version constraint of gem "rails" ,"~>3.2" but I could be completely wrong. I have been told not to change the gemfile.

I am following this steps to install ruby on rails in ubuntu or linux subsystem on windows 10.
But this time, I used the updated ruby which is version 2.3.3, rails which is version 5.0.0.1, but after successfull installation of all the requirements, I tried to run this

Seems to be a windows related issue from last month.
Haven't used ruby on rails in quite a while so I can't reproduce or test (right now) to see if this is true.
From a comment wich was helpful to others:
Go to you config/environments/development.rb and comment out the last
line, something about watching files and listen gem. can't remember
from the top of my head the exact wording, but it is the last line of
config
this is new a new method that rails uses to watch changed files, but
it doesn't work on WSL
I think guard gem will also fail because of this
Bottom line:
Using rails new --skip-spring --skip-listen gives you a working app

Why is my server not running when I try to start my application? I have node.js installed and I believe I have execjs installed as well which neither fixed the issue. No idea what the problem is. Yes I am new so cut me some slack please! Thanks

FirstApp? I guess you are taking the Hartl's tutorial. How did you install rails?
If you installed via rails installer for windows, probably you have a version higher than 4.0.8 and you manually switched version in Gemfile which is not good in this case. If this is the scenario, install 4.0.8 from the beginning and create firstapp with it. [1]
There are few syntax changes for development.rb, buy I think even if you manually change text there it will not work. You can try changing Rails.application.configure.do to FirstApp::Application.configure.do

I don't think you're alone in this error.
Make sure you coordinate your gem versions, and even better if specify the versions of your Rails & Ruby gems to avoid potential conflicts in versioning.
Posting your Gemfile would be helpful, but without seeing it, I'd say to specify your Ruby version at the top of your gemfile like:
source 'https://rubygems.org'
ruby '2.0.0'
Then specify your version of Rails. While I have had no problems with just providing:
gem 'rails'
You could be extra safe and specify a version like:
gem 'rails', '4.0.2'
Then run: bundle install for your app.
Take a look at the following tutorial. I realise that it is for windows however it solved all the initial problems I was having with my first install.

The main point that helped me install perfectly was;
Run gem update on a fresh install to make sure everything is up to date
I installed the Rails installer in my Win7 machine from http://railsinstaller.org/. I already had the Ruby 1.9.2-p290. After installing the ROR through the installer, I rain rails s to start the server and I get the following error. Could anybody help me understanding the reason of this error>?

RailsInstaller now supports Rails 3.1, but promise nothing about previous RC versions. Like #Fabio said, try to update to the latest Rails version (change it in your Gemfile). Also, if you already had a ruby version installed, be sure you are using the RailsInstaller one by checking your system environment path variable. The one and only path to Ruby should be :
C:\RailsInstaller\Ruby1.9.2\bin;
needed to run the following and It resolved the problem:-
gem install rails -v=3.1.0.rc8
