I'm trying to set up the environment for installing an iOS App developed by Delphi XE7. The thing is my Mac OS X is the version 10.6.8 and the higgest Xcode I can install is the 3.2. Is it possible to work with such scenario?

I am looking at purchasing a Mac mini to help with development of a flutter application. The newest versions are quite expensive and after looking on ebay the cheaper versions are the 2011 models.
The hardware is primarily 2.3 GHz i5, 8gb ram and SSD which seems fine but the OS version varies from mountain lion to High Sierra. I assume older versions can be updated?
I can't find anywhere that specifies minimum OS versions for flutter. Does anyone know whether a 2011 Mac mini with this spec would be appropriate for app development. I would like to also use the IOS emulator with newer apple device/phone models and iOS versions.

I created an iOS app using VS 2017 on Windows 7 pro computerand tried to connect to Mac 10.11 (El Capitan) computer. I am able to see the mac machine from Windows machine using Visual Studio 2017 Xamarin Mac Agent.
I have installed no software specific to Xamarin on Mac OS 10.11.
My question is what is the minimum software that I need to install on Mac machine so I can connect Xamarin Mac Agent from Windows machine to Mac machine?
To connect from Visual Studio in Windows to Mac, the minimum software to install on Mac Machine will be only Visual Studio for Mac. Installing it will install the following components for you:
Visual Studio for Mac IDE
Xamarin.iOS
Xamarin.Mac
Xamarin.Android
Mono runtime
The Visual Studio for Mac will require you to install Xcode in order for iOS development to work. Xcode will be included together with the iOS simulator.
However, latest Xcode (8.3 or 9) required MacOS Sierra (10.12) and above. The latest version of Xamarin.iOS require latest version of Xcode.
In your case, if your Mac is stuck with El capitan OS, you will be only able to update Xcode maximum to v8.2. The compatible Xamarin.iOS version for Xcode 8.2 will be 10.3 or 10.4. You will need to download these specific version and replace the latest Xamarin.iOS version in your Mac. You can only able to download v10.3 in xamarin.com. You will need to email Xamarin if you want to have v10.4. The download link for v10.3 is HERE.
After you have configure in your Mac, you will also need to downgrade the Xamarin.iOS version in Windows. You must have matching versions of Xamarin.iOS on both the Windows and Mac machine in order for the Mac Agent to work. The equivalent Xamarin VS version for Xamarin.iOS 10.3 is v4.2. No, unfortunately to build your app for iOS you'd require Xcode, which is not available on windows, therefore you need OSX if you want to develop for iOS too.

You cannot build, run or test an iOS app without a Mac.
You may install Mac OS on VM on a PC but it's illegal (Apple does not allow this in the Mac OS TOS) and it often does not really work.

Compiling apps against the iOS 7 SDK requires Xcode 5. Xcode 5 requires 10.8.4 or later. You have provided insufficient information about your Mac to determine if your Mac can run OS X 10.8. Try to install Mavericks here, or if that doesn't work see the Mountain Lion requirements and buy it here.

OS X 10.6.8 (snow leopard) is TOO OLD to publish an iphone app.
You'll need a new mac with OS X 10.8 (mountain lion). If the hardware in your mac won't support an upgrade to more recent OS X versions, don't waste your time. Apple have not maintained backward compatibility: the minimum versions of Xcode or Application Launcher needed to meet the app store requirements won't run on 10.6.8.
Specifically:
- Beginning on February 1, 2015 new iOS apps submitted to the App Store must include 64-bit support and be built with the iOS 8 SDK
You can develop, test and simulate with your old mac, but ultimately to build and publish your app you'll need a newer Mac.
