I know Unity can deploy to web besides iOS, Android and other devices. What are alternatives? Requirements are iOS and web. Android would be nice too.

Adobe Air ... but it's very slow for complex apps(games). Adobe is working on making it competitive but right now it's not something you can use. I'm a flash developer myself and I choose Corona SDK for porting some of my games to iOS and Android.
If you want all 3 ... web, iOS, Android then Unity is the way to go.

I'm looking at the Google Cardboard kit, an inexpensive VR setup that uses Android Devices to play 3d VR games. I see that they have an Android demo project, but is there any iOS or Objective-C port of the Cardboard project?
If not, are there any other VR projects for iOS that can be modified to work with the cardboard kit?

Google has added iOS support to their official Unity SDK. Even though the Unity plugin bundles a pre-compiled iOS Cardboard binary, there doesn't seem to be an easy way to use it in a standalone fashion.
I just completed an iOS CardboardSDK port for the company I'm working for.
It (mostly) has feature parity with Android's CardboardSDK v0.5.1. Works on iOS 7+. Tested on iPhone 6 and iPhone 5.

I know I can wrap native iOS code within an Adobe AIR application: Adobe calls it Native Extensions, which leverages native iOS API to offer features that Adobe AIR does not have.
My question is, what about the opposite way? Is there a way to wrap ActionScript/Adobe AIR code within a native iOS application? I know this is difficult, but I guess there must be some way.

PlayN looks like a pretty impressive way to develop Html5 games. I'm wondering if if there are any efforts to make the html/javascript output compatible with Phonegap with the end result being an iOS executable ?
PlayN works just fine with PhoneGap, and in Mobile Safari. Performance is not awesome because in PhoneGap, you cannot use JIT compiled JavaScript. Also, prior to iOS5, Canvas was not hardware accelerated. PlayN has a DOM+CSS backend for HTML5 that achieves decent performance on iOS4 and earlier, but it is being phased out in favor of a Canvas-only HTML5 backend. So that's added complexity if you want to target iOS via HTML5 + PhoneGap.
PlayN will eventually support iOS natively, and that will be a vastly preferable way to deploy to iOS because it will be more correct, higher performance, and integrate more easily with existing iOS services.

I don't think there is any official Flash documentation for iOS, but I can't get to my Windows partition right now, so I can't check. If there is, it should be in the Help (F1).

Adobe is actually consistently pumping out new documentation, tutorials, and examples of Adobe AIR for iOS, Android, and BlackBerry Playbook development.
Also, I think what he meant was Flash CS5.5, not CS5.

YES it is possible! You can develop for iOS on a PC. Almost all versions of windows are supported, including Windows XP. You can build iPad and iPhone apps using the SDK. It is called Dragon Fire SDK and it allows you to create iOS apps using Visual Studio C++. Dragon Fire SDK is very limited in it's features, but the company is constantly updating the SDK. Dragon Fire SDK is really aimed at creating games (Open GL ES), although they recently announced a possibility of an Enterprise version of the SDK which would allow you to create lifestyle, productivity, utility, and other types of apps. I used it for almost a year before switching to a Macintosh Computer and getting Xcode, and I was very pleased with everything. The company was devoted to helping you create your dream app, and they had lots of resources, help forums, and communities to answer your questions about app building with the PC. The SDK allows you to develop your app in C or C++ and then test it using a real iPhone or iPad simulator. Dragon Fire SDK ranges from the basic starter kit, $50, to the ultimate version which allows for iPhone and iPad Dev, priced at $150. Dragon Fire SDK is created by Zumisoft. As far as distributing your app, Zumisoft will distribute it for you, but the downfall of that is that your app must be a FREE app and updates cost $10 each. The other way is to distribute it through the App Store for $99 and do all the cool fancy stuff you want.
