i'm about to release a mac app/ ios app combo.
ie - an ios app that talks to a mac app.
I'm already part of the ios developer program, but dont want to pay another $99 for the mac developer program.
Since my mac app is free, I've read that I dont really need to sign up for the mac developer program. I can just have users download it from elsewhere.
My question is...
Are the ios review people going to have a problem downloading my mac app if it's not in the mac app store? (they'll need my mac app to test and review my ios app).
As far as I know, that's fine. It's not in the rules and I've seen several applications in the past which required a Mac app which wasn't available on the app store (for example, apps that can't be sandboxed, etc).

I am using Windows operating system where i use VMWare for running MacOS. Is there any obstacle or ban my apple developer ID (paid $99) when i distribute my app in app store?
No, Apple has bigger things to care about.
If you had violated the EULA on iCloud or ItunesConnect why not but using a hackintosh is not a violation for iCloud or you are apple ID. There is now a way for them to prevent you from using the operating system without legal action.
However, using a hackintosh is in violation with apples’ EULA which you must agree to in order to have their software licensed to you. In the EULA it states that the OS (macOS) must be installed on apple branded hardware only so by using a hackintosh, you’re n breach of their EULA. Apple would have the right to take legal action against you for this but in the past this has NEVER been done. Nobody has been prosecuted for installing macOS on non-apple hardware.

I've always had Windows and I just bought a Mac to upload games to the app store for iOS phones. I have read that I have to have an OS X Mac, but my Mac is macOS Sierra. Did I just waste $2k on a Mac?
You have not, macOS is the new OS X and you can upload your app to app store as long as you have an Apple Developer's account. Learn more about archiving your app and uploading it to the app store here if you are confused.

Now I know this question exists on stack overflow but not in the way I plan to use it.
I'm an IOS developer and I love being able to share internet from my phone to my iPad and Mac for when I travel. If i pay the extra $20 a month through AT&T for tethering I will lose my unlimited data.
One of the popular answers or "raised concerns" is that apple will not accept an app that enables tethering. Well the thing is I would just like tethering on my iDevice and if it works out I would post the project to github so other developers can enjoy the benefits of non-jailbroken tethering. Also I would not try to publish it to the app store, i know it would get rejected.
So my question is how do I write a tethering app, not like iProxy, but more like MyWi or TetherMe.
I'm pretty sure it's possible because apps similar to that have slipped through apples reviewal process before.
Tethering uses private APIs, so it would be rejected by the app store. Also, AT&T would know, app or no app, whether or not you were tethering.
Also, only the Settings app can change those sorts of settings (and considering the LTE toggle, it's doing quite a bad job of it). On a non-jailbroken phone, only Settings can change Settings.

I'm wondering. If i have an idea for an app, which will just benefit myself, is there a way for me (without entering any Apple developer program) to code an iOS app and then save it on my device or take the source code of my program and use some kind of software on it to be able to "install it"/put it on my iPhone for personal use? That would have been great.
Let's say that this is not possible (which is most likely) how do you make a user-testing-study on your app before releasing it to the App Store? Is this only possible if one have entered a developer program?
Installation onto your device requires a code signing certificate which requires a developer program subscription.
One could jailbreak a device to get around this, but that comes with its own set of problems.
UPDATE
Apple has announced at WWDC 2015 that starting with Xcode 7 only an Apple ID is required to run your own code on your development device.
No, there is not. You can run it on the simulator, but not on a device.
You can do paper prototyping, or you can do testing on the simulator.

Apple developer site is down. So I can't add the new UDIDs in my developer account. But now I have to install the app on my all iOS devices (UDIDs not added in developer account). So can anyone tell me how to install the apps on iOS devices without adding UDID? I have searched a lot and tried some methods but failed. Please let me know if I am not clear.
There is no legal way to do that, unless you distribute under the Enterprise license.
